A meeting of Hartington Nether Quarter Parish Council
was held on Monday, 3rd July 2017 at 7.30 pm in Biggin Village Hall.

Present: J Bonsall, J Brindley, J Griffiths, D Prince, the clerk and one member of the public.

Part 1 non-confidential information

17.7.1 Apologies
Apologies had been received in advance of the meeting from Mrs J Coles and Mrs S McCurrach.

17.7.2 Declaration of personal/prejudicial interest of councilors
There was no need by any member present at the meeting to complete an entry in the register.

17.7.3 Minutes of the previous meeting
These were accepted as a true record of proceedings and signed in the meeting by Mrs Bonsall
(Prop JG , Sec JB)

17.7.4 Matters arising from pre-meeting
The clerk advised that Derbyshire County Council (DCC) had visited the vicinity of Dale End to view the large stones which have recently been deposited on the grass verge. The clerk had reported two stones but DCC had only referred to only one in their response, advising that this will be removed by use of a JCB but unfortunately, this has been classified this as a low priority. Members confirmed that there are still two stones embedded in the grass verge.

The clerk further advised that the Rural Housing Enabler at Derbyshire Dales District Council (DDDC) had responded to her letter advising that a vacancy remains in Percival Close flats and that shortly, a further flat will become available. She advised that a representative from Waterloo Housing will contact the clerk regarding possible alterations to the admission criteria.

17.7.5 Public speaking procedures document
The member of the public attends the meetings regularly and did not require to see the document again.

17.7.6 Public speaking
The member of the public (also a member of Biggin Village Hall committee) advised that a recent village hall meeting had taken place. At this meeting, it was reaffirmed that the defibrillator could be re-sited to the village hall but the ability to supply the defibrillator with its only dedicate electricity supply from the village hall could not be confirmed.

Resolved: the clerk to contact a local electrician regarding the installation and to advise liaison with a member of the village hall committee in order to test the suitability of the hall’s electricity supply, prior to moving the defibrillator.
Resolved: to report the electrician’s findings at the September meeting with a view to relocation of the defibrillator.

17.7.7 PCSO updates
The PCSO was not in attendance and there were no police related matters to bring before the council.

Resolved: to request a police/PCSO patrol throughout the summer months.

17.7.8 County Councillor and District Councillor updates
There were no updates to bring before the meeting.

17.7.9 Heathcote Mere plinth and interpretation panel
Mrs Coles had advised the clerk, in advance of the meeting, that she had been unable to make contact with a designer for the interpretation panel, despite a few attempts to do so. Mrs Bonsall reported that she is still awaiting confirmation from the local primary school regarding their intentions to carry out activities at the mere. A local ranger is also involved with the primary school. A meeting with school staff may be necessary.

Resolved: Mrs Bonsall to attempt to meet with the designer and to advise the local artist not to proceed any further until such time as the designer can liaise with the artist.

17.7.10 Tree surgery and involvement with Western Power
The clerk had contacted Western Power regarding the trees in the village affected by power lines. The clerk had awaited the response prior to contacting appropriate contractors.

Resolved: The clerk to request contractors to make contact with the clerk with a view to meeting with a councillor to assess tree surgery requirements.

17.7.11 Relocation of defibrillator

Resolved: the clerk to contact a local electrician regarding the installation at the village hall and to advise liaison with a member of the village hall committee in order to test the suitability of the hall’s electricity supply, prior to moving the defibrillator.

17.7.12 Parish council policies and review of existing policies

Resolved: Members reviewed existing policies and financial regulations.

17.7.14 Planning applications, planning sub-committee and appeals
The clerk had further contacted the enforcement officer assigned to the case concerned with a static caravan at Newhaven. The clerk had advised him of a series of leylandii trees now placed from the road to the caravan. The clerk had requested an update in time for the meeting and PDNPA had advised that this was possibly a breach of covenant which PDNPA are awaiting results of compared to how the area of land was sold. If this is not the breach of covenant then enforcement action will proceed.

An aggressive communication had been received from a resident at Heathcote regarding an alleged breach of planning consent at a small caravan site at Heathcote. Peak District National Park Authority (PDNPA) will investigate this matter.

New plans were received for Newhaven MOT Station which were considered by the members present.

Resolved: to approve the above plans and the clerk to advise PDNPA accordingly.

17.7.15 Correspondence and communication
Correspondence included: DALC circulars including the relocation of the DALC office to Cromford Mill, Derbyshire steam train journeys, local theatre seminars, Citizen’s Advice Bureau report, speed restriction for YNot Festival.

A firm of monumental masons had erected a memorial without permission. This has been removed and the clerk had advised the correct protocol. Costs have been forward to the company which has now apologised.

17.7.16 Items for the next agenda
Defibrillator, Heathcote Mere plinth and panel, tree surgery and Western Power. Additional items to be
compiled by the clerk.

17.7.17 Date of next meeting
4th September 2017 due to the Summer recess.

Part 2 Confidential Information
17.7.18 Review of mowing contract
The grounds person had been invited to attend to listen and contribute to a review of his contract however, he was not in attendance.

Resolved: the clerk to advise him of the content of the discussion and the requirements including cutting the perimeter of the Heathcote mere and around the edge of the mere. All verges to be cut back to the wall. The perimeter of the cemetery to always be mown.

The meeting was declared closed at 9.25 pm
