HARTINGTON NETHER QUARTER PARISH COUNCIL

A meeting of Hartington Nether Quarter Parish Council was held on Monday, 2 March 2015 at

7.30 pm at Biggin Village Hall.

Present:  J Brindley (Acting Chair), S McCurrach, D Prince, Mrs J Griffiths and the clerk, Mrs Hampson

15.3.1  Apologies

Apologies had been received in advance of the meeting from Mrs J Coles

15.3.2  Declaration of personal/prejudicial interest of councillors

There was no need by any person present to complete an entry in the register.

15.3.3  Minutes of the previous meeting

The minutes of the previous meeting had been forwarded to all members in advance of the meeting and had been displayed on the noticeboard.

Resolved:  The minutes were accepted as a true record of proceedings (Prop DP Sec SMcC)

15.3.4  Matters arising from pre-meeting

A further reported incident of a gun shot being heard in the village.  (See item 15.3.7)

15.3.5  Public speaking procedures document

There were no members of the public in attendance.

15.3.6  Public speaking

See above.

15.3.7  PCSO update

The PCSO was not present.

Resolved:  The clerk to report the alleged incident to the police of a gun being fired from a vehicle containing two males witnessed by a resident.

15.3.8  County and District Councillor updates

Both the County and District Councillors were not in attendance.

15.3.9  Highway issues

Members reported a pot hole in the vicinity of the 4 x 4 field near the A515 (Alsop and Eaton Parish).  Mrs McCurrach advised members of the state of some pavements and the parish council cemetery in the village littered by dog waste.  Mrs Currach had had to pick up 15 deposits in the cemetery.  Members expressed serious concern at the lack of control by a minority of dog owners in the village.

15.3.10 Cemetery rules and regulations, condition of cemetery

The condition of the parish council cemetery was discussed.  Unapproved items have appeared including additional vases, planting, plastic flowers etc.  Members considered the regulations and placing an article in the forthcoming News and Views to reacquaint parishioners of expectations in the cemetery.

Resolved:  Mrs Brindley to forward an appropriate article to the News and Views and to review the item at the April parish council meeting.

15.3.11  Voles in the parish council cemetery

The clerk had contacted Derbyshire Dales District Council (DDDC) for advice regarding the protected voles in the cemetery, however, a response had not been received in time for the meeting.

15.3.12 Defibrillator and publication of trained personnel

Resolved:  To defer this item until the April meeting.

15.3.13  Heathcote Mere seat and removal of moles at Heathcote

The mole contractor had advised the clerk that he had removed one mole from Heathcote Mere.  Mr Wilton advised that he had not had an opportunity to consider the construction of an additional seat at Heathcote Mere not had he any matching stone.  It was further reported that a tractor roller was probably too large to roll the verge at Heathcote Mere near the water’s edge although a heavy roller will be required; A camper van was reported as being parked on the verge and also there is evidence of heavy vehicles driving over the verge causing some damage.

15.3.14  Litter bins

No further information.

15.3.15  Planning applications and planning sub-committee

A new planning application had been received for two semi-detached affordable houses on land in the vicinity of the village hall.  Some personal references had been included in supporting documentation in the application which were not satisfactory.

Resolved:  Members support the application as the properties will be constructed sympathetically .  Clerk to advise PDNPA accordingly of the decision.

Plans had been granted for proposals at Carriages Restaurant, Newhaven.

15.3.16  Items of account, salaries (including national pay award for clerks) and HMRC

A cheque had been received from L Petts Stonemasons for £298.20 for the right to erect a memorial headstone for non-resident.

15.3.17  Correspondence and communication

Included:  DALC circulars regarding internal audits, training and DALC subscription rates; amendments to the bank accounts; VAT codes for the year end claim; PDNPA undergrounding cable scheme involving the removal of some telegraph poles but not those associated with BT Open Reach services:

Resolved:  The members do not perceive the telegraph poles in the village to be an issue and as not all poles could be removed the clerk to advise PDNPA of the decision not to proceed with the scheme.

New pension legislation will take effect from 1 April 2015.  The Pension Regulator had forwarded a letter, with a deadline of 28 February, to nominate a contact.  The clerk had registered her name as the primary contact for pension updates for employees of the parish council. The clerk had contacted the grounds man and he had expressed some interest in a pension.  From a previous DALC circular, due to the small monthly salary involved the choice may remain with the employee, however, the clerk had been in further contact with DALC regarding pension provision for the grounds man and the response suggested this may not be the case.  A DALC training course regarding the new legislation will take place in June.

The parish council’s insurance company had request the post code for the location of the parish council’s shed together with details of its construction material(s).  Members discussed this due to a possible confliction of post codes for the parish council cemetery where the shed is located.

15.3.18 Items for the next agenda

Defibrillator, voles in the cemetery, parish council pension requirements.  Additional items to be compiled by the clerk.

15.2.19  Date of next meeting

Resolved:  The date of the next meeting – April 2015 (to be confirmed by the clerk)
