A meeting of Hartington Nether Quarter Parish Council was held at 7.30 pm on Monday, 6th June 2016, at Biggin Village Hall.
Present: Mrs J Brindley, Mrs J Griffiths, Mrs J Bonsall, Mr D Prince, Mrs J Coles, the clerk, Mrs S Hampson and 2 members of the public.
Part 1 – Non-confidential information, to consider:
16.6.1 Apologies
Apologies had been received in advance of the meeting from Mrs S McCurrach
16.6.2 Appointment of Chairman and Vice Chairman, Declaration of Acceptance of Office of members and chairman. Completion of members’ interest forms
Members discussed the appointment of chairman for the year 2016-17. Members absent from the meeting in May completed the acceptance of office forms and members’ interest form before the proper officer, Mrs Hampson.
Resolved: The Chairman for the forthcoming year to be Mr D Prince who completed the chairman’s declaration of acceptance of office.
Resolved: on this occasion for Mrs Brindley to chair the meeting.
16.6.3 Declaration of personal/prejudicial interest of councillors
There was no need, by any member present, to complete an entry in the register.
16.6.4 Minutes of the previous ordinary meeting
The minutes of the previous meeting had been forwarded to councillors in advance of the meeting; displayed on the parish council noticeboard and on the parish council’s website.
Resolved: to accept the minutes of the previous meeting as a true record of proceedings (Prop JG Sec JB)
16.6.5 Matters arising from pre-meeting
The clerk advised that a response to an enquiry from the May meeting had been received from Peak District National Park Authority (PDNPA) regarding waste bins to say that PDNPA provides bins on the trail and its car parks but due to reduced resources would not be able to provide any more bins.
Resolved: the clerk to clarify the position of the bins on the trail in the vicinity of Biggin with a local ranger..
The village hall committee had responded to the clerk advising of a lack of interest in installing a hearing loop in the village hall.
Resolved: to place the matter on the next agenda but in the meantime, the clerk to approach the village hall committee again regarding the hearing loop due to the Disability and Equality Act and the possibility of the parish council meeting installation costs.
Resolved: the clerk to contact the provider of the hearing loop for one of the councillors for further information regarding requirements for public buildings.
16.6.6 Public speaking procedures document
The public speaking procedures document was available for members of the public.
16.6.7 Public speaking
Two members of the public were in attendance and raised issues concerning a lack of clear visibility at Washmere Corner, particularly for motorbikes and cyclists.
16.6.8 PCSO updates
The PCSO was not in attendance but had been advised of the report of ‘travellers’ possibly using Cardlemere Lane.
16.6.9 County Councillor & District Councillor updates
Neither councillor was in attendance
16.6.10 Highway issues, including Cardlemere Lane
Resolved: the clerk to report the item raised in public speaking as an urgent highway issue and to include the need to cut the verge back to the wall and remove saplings growing at the same time.
The clerk advised that the officer dealing with the weight limit sign at the end of Cardlemere Lane had now left. No response had been received in time for the meeting regarding the clerk’s report of fly tipping on Cardlemere Lane.
16.6.11 Planning applications and planning sub-committee
The Peak District National Park Authority (PDNPA) enforcement officer had advised the clerk that some owners of properties on Main Street had sought pre-application advice and, as a consequence, some developments recently carried out or commencing come under permitted development.
A response had been received from PDNPA regarding an enquiry received by the parish council from a Heathcote resident for affordable housing. This was discussed.
Resolved: the clerk to contact the residents from Heathcote to advise that any formal planning application for affordable housing would be considered on its own merits.
A retrospective planning application had been received for a new farm track and muck pad at Newhaven although this was not detailed as a retrospective application. Members considered this application carefully but were annoyed that the application had been received after the track had been put in place. Members also considered that whilst the proposed huge triangular muck pad may not be seen from the A515 it may well be seen from the Tissington trail, when the pad is in use. The map accompanying the application was poor in that there was no reference to the distance of the track and muck pad to the trail and there was also no reference to barn in the vicinity. Members also questioned whether this application represented a ‘creep’ type application leading to a bigger future development.
Resolved: To support the application but the clerk to report the member’s comments above.
16.6.12 Village seat maintenance
Members reported that the village seat on Drury Lane had not yet received any preservation works by the grounds person. Mrs Griffiths advised that the groundsperson had spoken to her about the memorial seat in the cemetery. The groundsperson will return the memorial seat which has now received preservation treatment but he requires assistance to life the seat back into his vehicle.
Resolved: The clerk to contact the groundsperson about carrying out preservation work to the repaired seat on Drury Lane.
Resolved: During the same communication to the groundsperson, the clerk to advise that the perimeter of the cemetery needs to be strimmed and the verges cut back to the wall, following comments received from council members.
16.6.13 Public telephone box at Newhaven
There was no further update for the meeting from BT; however, it was reported again that the owner of the garage would be interested in providing a public telephone service.
Resolved: The clerk to contact BT again regarding an approach to the owners of the garage regarding a public telephone service.
16.6.14 Pest control
The pest controller had advised the clerk, prior to the meeting, that a mole had been removed from Heathcote and voles had been baited in the cemetery at a total cost of £35.00.
Resolved: to prepare a cheque for the pest controller in the sum of £35.00.
16.6.15 Items of account, salaries, HMRC, donation to playground committee, insurance renewal
The 2016-18 pay award for clerks had been received from DALC.
Resolved: To award the clerk a 1% pay award, back dated to 1 April 2016 and to pay the clerk a 1% pay award from 1 April 2017. The clerk to calculate the small amount of back pay due.

Biggin Village Hall committee would prefer to send an invoice for the remaining months hire costs for the parish council.
Resolved: to pay the hire cost invoice on arrival, rather than paying monthly hire cheques.
16.6.17 Village pavements
There was no update from Derbyshire County Council (DCC) in time for the meeting.
16.6.18 Former POW camp
There was still no response from Bagshaws, as agent for the owner of the POW camp, in time for the meeting.
Resolved: The clerk to chase a response in time for the July meeting.
16.6.20 Policy document review
The parish council’s policies for complaints and for vexatious and repeated requests were reviewed with change.
Resolved: to amend the review date on these policies
The clerk brought new financial regulations before the council. References are now made for the need for three quotes for items throughout the policy. There are also multiple references to the clerk and responsible finance officer being separate positions which is not the case for Hartington Nether Quarter Parish Council.
Resolved: to accept the new financial regulations with immediate effect and the clerk to make amendments to the separate references of clerk and responsible finance officer.
16.6.21 Correspondence and Communication
Correspondence and communication not covered by the agenda included: a request from a local monumental mason regarding a memorial headstone to be placed in the parish council cemetery. The clerk had brought this application before the council due to the material being honed paradiso granite which has a pink colour within the granite. The clerk had request a picture and details of the sizes involved but the members could not see the colours clearly from the picture.
Resolved: the clerk to request that a sample of the granite to be made available for collection from the Buxton office to enable further consideration to be given at the July meeting.
Other communications included: Derbyshire Association of Local Councils (DALC) circulars, a broken window in a Dales Housing property was reported but this is not the responsibility of the parish council to resolve. Biggin village hall is not listed as a polling station for the forthcoming European referendum on 23 June.
It was also reported that the grounds person had not been able to pick up grass clippings when mowing in poor weather. Mrs Griffiths advised that the waste stone will soon be removed from the cemetery by the appointed contractor.
Mr Prince raised the issue of parking on the verge at Heathcote. Previous requests had been submitted to Derbyshire County Council and PDNPA regarding parking at the mere without a successful resolution. Members considered placing narrow advisory signs on the back of the bench seats.
Resolved: Mrs Coles to make enquiries at a local sign makers regarding advisory no parking signs.
16.6.21 Items for the next agenda
POW camp, telephone box, review of standing orders, Cardlemere Lane, cemetery mowing and memorial seats. Additional items to be compiled by the clerk.
