A meeting of Hartington Nether Quarter Parish Council was held at 7.30 pm on Monday,
12th September 2016, at Biggin Village Hall.

Present: Mr D Prince, Mrs J Bonsall, Mrs S McCurrach, Mrs J Griffiths, Mrs J Coles and the clerk, Mrs S Hampson. There were three members of the public in attendance.

Part 1 – Non-confidential information, to consider:

16.9.1 Apologies
Apologies had been received in advance of the meeting from Mrs Brindley.

16.9.2 Declaration of personal/prejudicial interest of councillors
There was no need, by any member present, to complete an entry in the register.

16.9.3 Minutes of the previous ordinary meeting
The minutes of the previous ordinary meeting had been forwarded to members in advance of the meeting; displayed on the parish council noticeboard and on the parish council’s website.

Resolved: These were accepted as a true copy of proceedings (Prop JB Sec DP)

16.9.4 Matters arising from pre-meeting
Rubble has now been cleared from the cemetery. See items of account.

16.9.5 Public speaking procedures document
There were 3 members of the public in attendance who attend regularly and did not require to see the document again.

16.9.6 Public speaking
There were 3 members of the public in attendance. It was clarified to one member of the public that the clerk had made an enquiry regarding a second public speaking session with DALC and members did not wish to change the present format. There will only be one public speaking session at the beginning of Hartigton Nether Quarter Parish Council’s meetings.

Resolved: to discuss the response from Bagshaws regarding the former POW camp at this point in the meeting rather than agenda item 16.9.15.

Bagshaws, acting as an agent for the owner of the POW camp and other properties in Biggin, had forwarded a response to the clerk after some time. Bagshaws had liaised with the owner and reported that an extensive renovation and modernisation programme has taken place across some properties. Some conversions are planned for young people and consideration will then be given to the POW camp with the possibility of bungalow conversions at this site for senior local people. Deterioration of the POW camp was acknowledged. The owner aims to produce affordable rental properties for local people not for his own enrichment.

A second copy of a proposal statement was also received previously sent to the council in 2013. The brochure detailed some proposals for the owner’s properties such as a pony trekking centre. The owner would welcome support for future proposals from the parish council

16.9.7 PCSO Updates
The PCSO was not in attendance but it was reported that there have been some thefts within the parish.

Resolved: The clerk to request more patrols within the parish.

16.9.8 County Councillor and District Councillor updates
Neither councillor was in attendance.

Resolved: To invite both councillors to the next meeting.

16.9.9 Highway issues including Cardlemere Lane
Derbyshire County Council (DCC) had forwarded maps to annotate relating to the frequency of use of highways within the parish.

Resolved: The members to view the maps before the next meeting and to complete the annotation at the October meeting.

Members reported quite a lot of activity on Cardlemere Lane. The clerk advised that registration numbers were required to report to DCC. The weight limit sign is still not in place nor is the replacement information sign near the Ivy House.

16.9.10 Planning applications and planning sub-committee
No objections were received from members of the planning sub-committee for an application at Stanedge Grange Farm or Birdsgrove. An appeal had been dismissed for the erection of a wind turbine at the cheese factory at Pikehall due to the visual amenity and landscape of the area. The field track from the A515 to Heathcote had been granted. An agricultural building at Cotterill Farm had also been granted.

Members expressed concern that work continues to proceed at High Peak Harriers without the benefit of regularised proposal despite visits from the Enforcement Team at Peak District National Park Authority (PDNPA)

Resolved: The clerk to contact PDNPA for further information regarding the development of High Peak Harriers.

16.9.11 Heathcote Mere and seats
Advisory no parking signs had been received for the benches at Heathcote Mere to hopefully discourage members of the public from parking on the grass at the mere. These had been fastened to the seats prior to the meeting with thanks to Mrs Coles’ husband. The invoice had also been received for the signs. Mrs Coles reported that a slab was missing from one of stone and timber seats. She further reported that two memorial plaques have been fixed to one of the seats without permission from the parish council.

Resolved: The clerk to prepare a notice advising visitors to Heathcote Mere that memorial plaques are not permitted on the seats and for this sign to be fixed to the waste bin at the site.

16.9.12 Public telephone box at Newhaven
The clerk had received no further information from British Telecom regarding the telephone box at Newhaven but members reported that this the phone box has been removed from the site.

16.9.13 Items of account, HMRC, salaries

Grant Thornton had completed the external audit of accounts with no matters to bring before council or fee.
16.9.14 Village pavements
The clerk had not received any further information regarding village pavements nor had Mrs Griffiths.

16.9.15 Former POW camp
Please see public speaking. A response and brochure had been received from Bagshaws related to the owner of the former POW camp and other properties within the village. The brochure outlined some proposals previously forwarded in 2013.

16.9.16 Cemetery seat and memorials
The clerk had advised a local funeral director of the decision to refuse paradiso granite in the cemetery for a memorial headstone but had not heard of an alternative material for this application at the time of the meeting. Mr Prince advised that the new memorial seat was now in place in the cemetery. The contractor previously instructed to remove debris from the cemetery had carried out the task. Extra stone had been removed from that outlined to the contractor which may have resulted in additional soil and grass seed being required to restore the cemetery lawn to an acceptable state. 16.9.17 Transparency fund application
The clerk advised that a submission for a new laptop and scanner has been approved and monies should now be in the council’s bank account in the sum of £649 to enable the purchase of a dedicated council lap top, scanner and printer if funds allow.

16.9.18 Correspondence and electronic communication
Mrs Griffiths reported issues with street lighting on Main Street. One street lamp appears to go off when it should be lit. Another lamp is so obscured by a tree it is not effective. Members discussed these issues and the best approach regarding the lamp surrounded by tree growth.

Resolved: The clerk to contact DCC, Street Lighting initially about the street lamp with lighting impeded by tree growth to request that the tree be cut back to ensure adequate light results from this particular lamp.
Resolved: To monitor the other lamp on Main Street.

Other correspondence and communication included:

PDNPA new neighbourbood plan adviser, Pension Regulator declaration, DALC risk assessment for ponds, PDNPA development management policies summary, policy research parish and town liaison forums, Citizen Advice Bureau report, DDDC Area Forums, HAGS sports equipment, PDNPA annual parishes day (no delegate to attend), DCC Road Spending, DCC external venue hire.

Members discussed Remembrance Day arrangements for 2.30 pm on Sunday, 13th November and the necessity of a temporary road closure at the junction of the War Memorial.
Resolved: The clerk to contact Derbyshire Dales District Council to request a temporary road closure at the junction of the War Memorial for the Remembrance Day Service and to also place an article in News and Views to advise of the road closure.

It was reported that motorists travelling from Main Street, Biggin cannot see turn onto the A515 due to tree branches.

Resolved: The clerk to contact the owner of the field where the offending tree originates from to request that the branches are cut back to improve visibility.

16.9.19 Items for the next agenda
