A meeting of Hartington Nether Quarter Parish Council was held at 7:30pm on Monday 4th October 2016, at Biggin Village Hall.

Present: Mr D Prince, Mrs J Bonsall, Mrs S McCurrach, Mrs J Griffiths and the clerk, Mrs S Hampson. There were three members of the public in attendance.

Part 1 – Non-confidential information, to consider:

16.10.1 Apologies
Apologies had been received in advance of the meeting from Mrs Brindley, Mrs Coles and County Councillor, Mr S Spencer.

16.10.2 Declaration of personal/prejudicial interest of councillors
There was no need, by any member present, to complete an entry in the register.

16.10.10 Minutes of the previous ordinary meeting
The minutes of the previous ordinary meeting had been forwarded to members in advance of the meeting; displayed on the parish council noticeboard and on the parish council’s website.

Resolved: These were accepted as a true copy of proceedings (Prop JB Sec JG)

16.10.4 Matters arising from pre-meeting
Rubble has now been cleared from the cemetery. See agenda item 16.10.12

16.10.5 Public speaking procedures document
There were 3 members of the public in attendance who attend regularly and did not require to see the document again..

16.10.6 Public speaking
Members of the public continued to express concern at the deteriorating condition of the former POW camp on Main Street. Tidying of the site would be welcome. It was reported that work continues to progress at the High Peak Harriers site without formal planning. An enforcement officer from Peak District National Park Authority (PDNPA) will visit the site during the first week in October.

16.10.7 PCSO Updates
The clerk had contacted a police officer to request patrols of the village after the previous parish council meeting; however, a response had not been received in time for the meeting. Members reported that cars continue to speed through the village, particularly from the A515 through Main Street. Cars have quite shockingly been seen driving three a breast on Drury Lane, using the pavement/grass verges used by pedestrians. There have also been some reports that allegedly, some motorists are participating in ‘drink driving ‘ from the village pub. There has also been evidence of vandalism on the playing field.

Resolved: The clerk to inform the police officer of the new information above and request further patrols within the parish.

16.10.8 County Councillor and District Councillor updates
Neither councillor was in attendance; however, apologies had been received from County Councillor Spencer in advance of the meeting.

16.10.9 Highway issues including Cardlemere Lane
At the previous meeting, Derbyshire County Council (DCC) had forwarded maps to annotate relating to the frequency of use of highways within the parish. The members viewed the maps which Mrs McCurrach had kindly annotated after the previous meeting and agreed with everything. The routes highlighted in different colours were those to (Buxton, Chesterfield and Derby); (Alfreton, Ashbourne and Belper) and unused/farm access routes.

Resolved: To accept the annotation of the maps and for Mrs McCurrach to forward these to DCC.

The weight limit sign is still not in place at the entrance to Cardlemere Lane nor is the replacement information sign near the Ivy House.

Resolved: The clerk to report the above matters yet again to DCC.

16.10.10 Planning applications and planning sub-committee
See public speaking. PDNPA Enforcement Officer will visit High Pea Harriers during the first week in October and report to the clerk.

A new application and listed building consent at the Ivy house for the conversation of three barns to holiday accommodation had been received.

Resolved: To support this application. The clerk to advise PDNPA.

Decision notices had been received for proposals at the Jug and Glass (granted), Birdsgrove (granted), Stanedge Grange (granted).

16.10.11 Heathcote Mere and seats
The clerk had prepared a laminated notice advising visitors to Heathcote Mere that memorial plaques are not permitted on the seats; overnight parking is not permitted and visitors should not park on the grass. Members discussed the possibility of constructing an information plinth at the mere to advise visitors about the mere and to enable information notices to be displayed. Members were pleased with the appearance of the mere and the mowing carried out by the grounds person but it was reported that the grass is not always being picked up in the cemetery.

Resolved: The clerk to contact a local ranger to make enquiries about the possibility of an information plinth at Heathcote Mere.

16.10.13 Village pavements
The clerk had received an electronic communication from the Chief Executive’s Office at DCC advising that the officer previously liaising with the maintenance department about the village pavements had now left DCC without leaving references. The new officer involved will pursue the matter as the clerk had advised that the matter was not resolved.

16.10.14 Cemetery seat and memorials
The application for a memorial referred to in the previous minutes had not yet been received utilising an alternative material; however, the monumental mason concerned had informed the clerk that it is now likely to be considered from grey granite. Derbyshire Dales District Council (DDDC) had contacted the clerk for an update on managing the parish council cemetery.

16.10.15 Remembrance Day
The clerk had completed an official application with DDDC for a temporary road closure at the junction of Main Street with Drury Lane for Remembrance Sunday but had been too late to place a notice with News and Views. She had also placed a notice on the noticeboard. The road closure consultation period was to end on 10th October.

Resolved: To place a further advisory notice on the parish council’s website.
Resolved: Mrs Griffiths to purchase items for refreshments and to be reimbursed at the next meeting.

16.10.16 Street Lighting
The clerk had contacted DCC regarding the street lighting column obscured by vegetation on Main Street. DCC had advised that personnel would visit to check the issue. Mrs Griffiths advised that in fact DCC had visited the light on the day of the meeting and reported that personnel from Western Power would be used to cut away the necessary vegetation; however, a date for this could not be given. Mrs Griffiths had also advised DCC about some other issues with part-night street lighting on Main Street.

Resolved: To monitor the situation until DCC arrange for the vegetation to be cleared from around the affected street lighting column.

16.10.17 Hearing Loop
The clerk had been advised that a village hall meeting was scheduled for 26th September to discuss the possibility of installing a hearing loop in the village hall but an update had not been forwarded to the clerk in time for the meeting. Mrs Bonsall did, however, advise that a meeting had been arranged for the Friday after the meeting to discuss installation costs etc with appropriate personnel/ Fund raising maybe required once accurate figures have been received regarding installation.

16.10.18 Correspondence and electronic communication
Included: DALC circulars. Glasdon Bins, HAGs Playground publicity, a Peregrine Falcon has been shot in the Peak District area, PDNPA businesses incited to become greener, DDDC Area Forums, DALC AGM, Countryside Alliance oscars, DCC permission required for seasonal decoration to lighting columns eg at Christmas, fire safety training for village halls; Holocaust memorial day in 2017. The clerk had completed mandatory Pension Regulator compliance documentation on line to comply with deadlines. Larger 30 mph signs on village entrances were raised again together with parking on village grass verges. The former sheep sale field would make an ideal car park but it has a tenant at the moment. Members discussed the use of bollards and yellow lines to prevent parking on the grass verges on Main Street but neither were ideal solutions to the problem,

Defibrillator pads are out of date now. An adult and child refresher training course is now required.

Resolved: To place the defibrillator and training on the next agenda.

16.10.19 Items for the next agenda
Heathcote Mere, Remembrance Day, pavements, cemetery memorials, hearing loop, street lighting, defibrillator and refresher training, 30 mph signs and village parking issues. Additional items to be compiled by the clerk.

16.10.20 Date of the next meeting
7th November 2016.
