A meeting of Hartington Nether Quarter Parish Council
was held on Monday, 19 July 2021 at 7.30pm
in Biggin Village Hall.

The meeting took place under social distancing and hygiene legislation due to the ongoing Coronavirus pandemic

Present:  P Tapping, J Coles, D Currington, S Griffiths and the clerk, S Hampson.  There was one member of the public in attendance for part of the proceedings.

Part 1 non-confidential information

21.7.1 Apologies
Apologies had been received in advance of the meeting from Mrs S McCurrach and Mr M Heathcote was known to be in isolation.

21.7.2 Declaration of personal/prejudicial interest of councillors
There was no need, by any member present, to declare an interest in any of the agenda items.

21.7.3 Minutes of the previous meeting
The minutes of the previous meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting.

Resolved:  To accept the minutes as a true record of proceedings noting that the minutes on the website for May recorded the inaccurate presence of Mrs McCurrach.  This was not the case in the hard copy minutes displayed on the noticeboard or within the minute book.  (Prop JC, Sec SG)

21.7.4 Matters arising and pre-meeting
Subsequent to the reporting of flytipping in the vicinity of the entrance to Hartshead Quarry, Mrs Coles reported further cases at this same location.  The nature of the refuse suggests this may from a builder.

Resolved:  The clerk to attempt to establish ownership and to contact Peak District National Park Authority (PDNPA).

Mr Tapping had kindly restored a parish wooden seat to an excellent standard and will remove a further seat to renovate.  Members thanked Mr Tapping for his hard work.  Mr Tapping declined to accept any reimbursement for expenditure incurred.

21.7.5 Public Speaking Procedures Document
The member present was made aware of the procedure for public speaking during the meeting.

21.7.6 Public speaking
There was only one member of the public in attendance who expressed concerns over the appalling internet speeds in Pikehall.  She had been in touch with another parish council connected to Pikehall, the County Councillor and MP prior to attending the meeting.  She was provided with contact details for Digital Derbyshire and information on how costs had been saved in another parish if trenches are dug prior to telecommunications agencies (such as BT) installing fibre.  It was suggested that the lady also contact Parwich Parish Council, the other parish associated with Pikehall.

Resolved:  The parish council to lend support, in principle, to the achievement of better digital communications in Pikehall.

The member of the public left the meeting at this point in proceedings.

21.7.7 Planning applications, planning sub-committee
A number of planning applications had been received and were considered as follows:

Application Number – NP/DDD/0621/0705 and 0706 removal and variation of conditions at Ivy House.

Resolved:  to support the above proposals.

It was reported that some work had commenced at Sycamore House but rubble had been deposited in a field.   The parish council would like to be involved in conversations regarding future developments.

Mr Tapping reported that proposals for a camp site referred to in the previous minutes had been refused for a number of reasons.  Official documentation to support this had not yet been received by the clerk at the time of the meeting.

Members discussed the former POW camp and the possibility of the installation a plaque at the site.

21.7.8 Phone box
Mrs Coles had liaised with a professional regarding the renovation of the phone box.  She reported that panels could be made to cover the sides.  A film can then be applied onto the new panels in a design of choice which can be varied over time.  The covers last approximately 3 years.  This project could also be good publicity for the appointed company which may be reflected in associated costs which were not available at the time of the meeting.   It was thought that the primary school would like to become involved.  Marking the Queen’s Platinum Jubilee was considered.

Resolved:  Mrs Currington to approach a former resident regarding historical material.

Resolved:  Mrs Coles to obtain costs (further quotes may be required to meet the parish council’s financial regulations).

21.7.9 War memorial
The cheque and documentation to instruct the mason to complete regilding had been sent but there was no response at the time of the meeting.

21.7.10 Dog fouling and litter
Substantial fines can be imposed for irresponsible owners allowing their animals to foul.  Mr Tapping had brought signs to erect within the village.  The clerk’s previous communications to Derbyshire Dales District Council (DDDC) had been forwarded to their Community Development Team but a response was still awaited.  Lots of visitors and occupants of the caravan sites may be having an impact.

Resolved:  Mrs Coles to place a further article in News and Views.

21.7.11 Parish Council Mowing Equipment
The clerk had found the values on insurance documentation for the mowing equipment.  Mr Tapping had taken photographs.

Resolved:  to dispose of the parish council’s mowing equipment and PPE.  This to be undertaken by sealed bids to the clerk.

21.7.12 Cemetery waste bin
Resolved:  The clerk to confirm the size of the wheeled bin being paid for by the parish council to establish which bins are/are not being emptied.

21.7.13 Remembrance Day
The service this year will take place on Sunday, 14th November at 2.00 pm.

Resolved:  Mrs Currington and Mrs McCurrach to kindly assist with refreshments and to be reimbursed for expenses.  The clerk to organise a road closure, as in previous years.

21.7.14 Articles for News and Views
Dog fouling, Remembrance Day, benches.

Resolved:  Mrs Coles to prepare an article for submission in the September publication.

21.7.16 Correspondence, electronic communication, Biggin Community Facebook
Items had been forwarded to members in advance of the meeting and included:  DALC circulars, bees, post box toppers, Rural Bulletins, DCC News.   Mrs Currington reported that the school staff and governors were concerned that an unauthorised person had been on the premises to exchange the defibrillator pads, raising a possible security issue.  Members discussed the bank holidays in 2022 on Thursday and Friday, 2nd and 3rd June for the Queen’s Platinum Jubilee.

Resolved:  to forward flowers for a forthcoming service.

21.7.17 Items for the next agenda
Phone box, War Memorial, dog fouling, litter picking, flytipping, jubilee, disposal of mowing equipment/assets, cemetery waste bin, Remembrance Day.  Additional items to be compiled by the clerk.
