A meeting of Hartington Nether Quarter Parish Council
was held on Monday, 04 April 2022 at 7.30pm
in Biggin Village Hall.
Present: P Tapping, J Coles, S Griffiths, D Currington, S McCurrach and the clerk, S Hampson. There were no members of the public in attendance.
Part 1 non-confidential information
22.4.1 Apologies
Apologies had been received in advance of the meeting from M Heathcote, the PCSO and the invited representative from the Burston Estates.
22.4.2 Minutes of the previous meeting
The minutes of the previous meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting.
Resolved: To accept the minutes as true record of proceedings. Mr Tapping duly signed the minutes.
22.4.3 Matters arising and pre-meeting
Confirmation had been received that the new wall bench had been put in place adjacent to the Tissington Trail bridge. Some members had visited this and reported that it was very suitable. From previous minutes, a brief discussion took place regarding the lack of response to the road surface at Dampy’s pinch, lack of visibility and possible road remapping. Mr Tapping had recently attended a ‘tree’ course and may now use the outcome of this to inspect parish trees and to subsequently identify any trees requiring attention from qualified tree surgeons.
22.4.4 Public Speaking Procedures Document
The document was available; however, there were no members of the public in attendance.

22.4.6 PCSO update
The PCSO was unable to attend. She had recently conducted an informal meeting at the village hall which had been attended by a few people. Mr Tapping continues to liaise with the PCSO about the conduction of periodic Speedwatch trials. Mrs Currington reported that at a recent school governors meeting, the governors were keen for 20’s Plenty signs or equivalent 20 mph advisory signs outside the school to help to reduce the impact of any motorists exceeding the speed limit.
22.4.7 Update from Burston Estates’ Representative
The clerk had made contact with the representative prior to the meeting and apologies were received from the above representative. He reiterated the status of on going projects previously discussed with Mr Tapping. The garage at Sycamore house appears to be rather large; the wall to the rear has been taken down and a large soakaway created in the field.
22.4.8 Planning applications, planning sub-committee
An application had been received for The Old Scrap Yard on the A515 for a change of use of land erection of a building for Class E purposes (previously with class B1). A communication had been received in connection with this proposal.
Resolved: Whilst the site looks tidier and the new application is for a smaller building, this would still be large building which would stand out in open countryside which is intended for a use which is incompatible with the area. The use intended would bring little, if any, benefit to the local population and would increase traffic to a quiet location on a busy road. It has also been suggested that given the history of this particular stretch of road and accidents, access off the A515 will be an issue too.
This above represents the majority of comments from Hartington Nether Quarter Parish Council as two councillors did not object to the proposal.
Another application had been received for Heathcote Grange for a S73 variation on a previous application.
Resolved: To support the above application
A planning decision notice had been received confirming the approval of an affordable dwelling at Heathcote.
22.4.9 Church path
Following a lack of response to communications to Derbyshire Dales District Council (DDDC), the clerk had forwarded previous correspondence to the Chief Executive. A response had been received advising that DDDC is awaiting the outcome of a review to determine future responsibilities of closed church yards between DDDC and Parochial Church Councils which would impact on future funding by DDDC eg towards the church path which runs through the closed church yard to the parish council cemetery. Once clarification has been reached, DDDC will make contact again.
The clerk had written to Derbyshire County Council (DCC) regarding the possibility of slabbing the verge to aid access to the side church path; however, no response had been received in time for the meeting.
22.4.10 Covid Memorial
A communication had been received regarding the possibility of a Covid memorial. The clerk suggested the possibility of erecting a plaque to mark this using the existing Garden of Remembrance Wall in the parish council cemetery. Members considered this to be an appropriate suggested.
Resolved: the clerk to forward a letter to the enquirer detailing the above suggestion.
22.4.11 Phone box
Mrs Coles advised that she had forwarded photographs to the designer to draft a preview to aid a decision at the May meeting on the final appearance of the telephone box. Mr Tapping had obtained two historic photographs from the school.
Resolved: to include some historic photographs and information/fact sheets inside.
Resolved: Mr Tapping to attend to some paint work on the phone box prior to the ‘wrapping’ process.
22.4.12 Parish Council’s Bank Account
Members discussed how to achieve additional signatories on the existing bank account in the first instance and whether an alternative provider may become necessary.
Resolved: Four members to arrange to meet together to attempt to complete existing signatories.
22.4.13 Queen’s Jubilee
DDDC had forwarded, rather late, details of grant funding for certain types of celebrations.
Resolved: The clerk to view the grant conditions to ascertain if there were any merits in completing the grant for the planned future celebrations.
22.4.14 Grit boxes
There was still no further update on the requests to refill existing boxes and to install a new one near the Tissington Trail bridge.
22.4.15 Website
Concerns remain whether communications from the website are being received by the clerk.
Resolved: the clerk to contact the provider to change the contact address on the website.
22.4.16 War Memorial Trees
Two trees have a very poor appearance and may have died.
Resolved: Mr Tapping to have a further look at these trees after the meeting.
Resolved: To reinvestigate the trees after the end of the bird nesting season.
22.4.17 Articles for News and Views
Mrs Coles to put forward details about the new bench; 30 mph signs will not be replaced until some point in the new financial year; update on the phone box; the use of the Garden of Remembrance wall.
22.4.18 Items of account, salaries and HMRC, mowing contract
A request had been received from the PCC to fund village hall hire to enable church flowers to be sewn on to the net to eventually cascade down the church tower to mark the Queen’s jubilee.
Resolved: to await further information on the number of hours required and the hourly rate from the village hall secretary.

*The national pay award for parish council clerks had been received to be backdated to 1 April 2021.
Resolved: to incorporate the back pay into the clerk’s salary and to pay the new hourly rate from this point forward. Payment to be prepared and incorporated in the May salary.
New waste contract paperwork had been prepared by the Clerk to maintain the use of the wheeled bin collection from the parish council cemetery.
22.4.19 Highways, street lighting, flytipping
DCC had advised that new, replacement 30 mph signs requested a considerable time ago will not now take place until some point in the new financial year. Street light numbers were identified on two lamps near the church; one still out and one of the old style. Mr Tapping advised that solar panel advisory speed signs may cost approximately £4,000 each.
Resolved: The clerk to report the above lamps to be repaired and one to be replaced with the new LED style.
Members discussed issues with a vehicle regularly parking on the grass verge outside the public house which then encourages further parking in the same area. This leads to complications with mowing.
Resolved: The clerk to contact the landlord to request that the person reconsider parking on the verge.
The front part of the perimeter of Heathcote Mere is gradually being eroded back due to inconsiderate parking.
Resolved: the clerk to contact DCC and Peak District National Park to consider forming a ‘bund’ around the perimeter edge to stop parking on the grassed area.
22.4.20 Correspondence, electronic communication, Biggin Community Facebook
Rural bulletins, Countryside Access, DCC News, DCC Police and Crime Commissioner, Derby Speed Signage, Council Tax energy rebate, District Council Queen’s Jubilee Fund.
Resolved: to monitor the new seat in case litter becomes an issues.
22.4.21 Items for the next agenda
