December 2022: Minutes

The Annual meeting of Hartington Nether Quarter Parish Council
was held on Monday, 12 December 2022 at 7.30pm
in Biggin Village Hall.

Present: P Tapping, J Coles, S McCurrach, M Heathcote and the clerk, S Hampson. There were no members of the public in attendance.

22.12.1 Apologies
Apologies had been received from S Griffiths and D Currington in advance of the meeting from

22.12.2 Minutes of the previous ordinary meeting
The minutes of the previous meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting.

Resolved: To accept the minutes as a true record of proceedings. Mr Tapping duly signed the minutes as a true copy of proceedings (Prop PT, sec JC).

22.12.3 Matters arising and pre-meeting
Items were covered by the agenda.

22.12.4 Public Speaking Procedures Document
The document was available in the meeting.

22.12.5 Public speaking
There were no members of the public in attendance.

22.12.6 Heathcote Mere
The clerk had contacted Peak District National Park Authority (PDNPA) for consideration for retrospective grant monies towards the cost of clearance and restoration work at Heathcote Mere. Unfortunately, PDNPA declined to contribute towards the cost. Derbyshire Dales District Council (DDDC) had contributed towards the cost and had requested before and after photographs as part of their grant aid process. Mr Tapping and Mrs Coles had kindly forwarded photographs to the clerk for onward submission. Members acknowledged how pleasing the mere now looks following the works.

22.12.7 Planning applications, planning sub-committee and appeals
A new application had been received for an extension at 6 Friden Cottages. Members discussed the proposal.

Resolved: To support the application noting that the extension will result in the property having 3 bedrooms and also, taking the property out of the affordable house range.

Mr Tapping reported that recent proposals at Biggin Hall had been granted; however, the clerk had not yet received the confirmation.

22.12.8 Phone box
Mrs Coles confirmed that Perspex for the telephone box can be provided, free of charge, courtesy of Hartington Surgery. The colouration of the lettering can be changed.

Resolved: to place the item on the next agenda to discuss finalising the next pictures to be included.

22.12.9 Parish Council bank account
Mrs Coles had visited the bank’s website and arranged for details of the new signatories to be incorporated using Adobe sign. She had received confirmation; however; members present had yet to receive the email from the bank’s digital services. Mrs Currington was not in attendance to confirm if she had been contacted.

Resolved: to place the item on the next agenda.

22.12.10 Covid Memorial Plaque
The clerk had contacted the two companies again regarding quotes for an A4 sized bronze plaque with raised lettering (previously agreed inscription). Both companies had responded; however, one quote was almost double the other and did not included postage.

Quote 2 Leander Architectural £625 plus £125 VAT + postage

Resolved: The clerk to order the plaque through Anglia Castings, confirming the position of the fixings.

22.12.11 CPR Training
Mrs Coles provided an update on this matter, including the cost of £400 to train 12 people on 11th March 2023. A fee was discussed for business owners.

Resolved: Mr Tapping to check availability of the village hall, for 11th March 2023.
Resolved: Mrs Coles to place information in the January edition of News and Views inviting interested parties to contact the clerk.

22.12.12 Budget and Precept for 2023-2024
The clerk and Responsible Finance Officer (RFO) had forwarded the accounts to date together with a budget forecast for 2023-2024. The documents were carefully considered. The budget forecast suggested that expenditure for the following financial year would equate to approximately £14,000 which far exceeded the previous year’s precept of £6,000. Burial income is unpredictable and can be nil; therefore continuing to precept far less than expenditure results in a significant reduction in the parish council’s reserve funds. The cost of the wheeled bin service was discussed, and whether two green bins are required. These bins are strictly not for use by private individuals and must only be used in connection with waste items from the parish council’s cemetery such as wreaths and waste flowers. Payment for the church clock service will be included, as approved during the previous financial year.

Resolved: the clerk to contact DDDC to request the return on of one of the green waste bins and to adjust the direct debit accordingly to save approximately £300 per year.
Resolved: to increase the precept for 2023-2024 by £1,000 to £7,000 and continue to reclaim £500 by way of reimbursable expenditure to off-set mowing costs in the cemetery.

22.12.14 Articles for News and Views
Mr Tapping reported that he had met with members of the team responsible for the production of News and Views to discuss equal submissions from each parish, alternative layout and placement of other articles/advertising/obituaries. Each parish council contributes £250 per year to subsidise production costs. Articles to submit to the next edition were discussed.

Resolved: Mrs Coles to submit an article on future CPR training; updated image of Heathcote Mere following the successful clearance.

22.12.15 Highways, street lighting, fly tipping
It was reported that all street lights are working. The last remaining street light on Main Street has now been converted to LED. All grit bins had been checked and reported as being full. The bin at Greenhead Crescent unfortunately has had items of litter deposited inside which is a nuisance.

22.12.16 Correspondence, electronic communication, Biggin Community Facebook
This had been sent out to all members in advance of the meeting and included:

Mobile library service, DCC news, DCC community news, free trees area available to commemorate Queen Elizabeth II. Additional trees do, however, attract additional future maintenance.

Resolved: Mr Tapping to make further enquiries regarding the free trees to establish suitability and a potential planting site.

Mrs Coles provide information on a portable ECG machine which will no longer available from the surgery. The item was not on the agenda; therefore, an agreement could not be made on this item. The surgery does not have to pay for the monitor but without it, patients will have to travel to use this service. The cost is in the region of £4,000 and the Patients’ Group charity proposes to raise funds to purchase a machine for Hartington Surgery. The clerk had contacted DALC, prior to the meeting, as the item had been discussed by a different parish council, to establish if parish councils can partially fund this item through Section 137 but a response had not been received by to 12th December. A number of parish councils could contribute to the monitor but VAT recovery would be problematic.

22.12.18 Date of the next meeting
Monday, 6th February 2023. Please note, the parish council does not meet in January.
