April 2023: Minutes

The Annual meeting of Hartington Nether Quarter Parish Council 
was held on Monday, 3rd April 2023 at 7.30pm
in Biggin Village Hall.

Present: P Tapping, D Currington, J Coles, M Heathcote and the clerk, S Hampson. There were no members of the public in attendance.

Part 1 non-confidential information
23.4.1 Apologies
Apologies had been received in advance from Mrs McCurrach. Mr Griffiths was also not in attendance.

23.4.2 Minutes of the previous ordinary meeting
The minutes of the previous meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting.

Resolved: To accept the minutes as a true record of proceedings. Mr Tapping duly signed the minutes as a true copy of proceedings.

23.4.3 Matters arising and pre-meeting
Mr Tapping reported that he had fixed the Covid memorial plaque to the Garden of Remembrance wall in the parish council cemetery. He had kindly been assisted by a resident. Members discussed having a small dedication service.

Resolved: Mr Tapping to approach the present church warden regarding a service, possibly over Easter.

23.4.4 Public Speaking Procedures Document
The document was available in the meeting.

23.4.5 Public speaking
There were no members of the public in attendance. Mr Tapping reported that during a recent event at The Village Hall, the gentleman from Hartington was present who is involved with planting wild flowers in their community. It was suggested planting wild flowers in a couple of locations in Biggin village including a redundant planter and a small area within the playing field area. Volunteers will be required to assist with this.

Mr Tapping also reported that a number of parochial church council members will shortly relinquish their posts, including a church warden and the treasurer. This may have a serious impact on the availability of the services offered by the church. Mr Tapping reported that the net will be allowed to cascade from the church tower for the coronation. Arrangements will also have to be made to ensure the church clock continues to be wound, as it will be detrimental if it stops. It was acknowledged that the vicar has responsibility for a number of parishes.

Resolved: to place ‘the church warden’ on the next agenda, to raise awareness within the parish.

23.4.6 Elections
Three of the present councillors had decided, prior to the meeting, not to stand again at the forthcoming elections. Three members have/will submit their nomination forms prior to the submission deadline. Any other interest within the parish was not known at the time of the meeting. Thanks were expressed to the three retiring councillors for their time and dedication to the parish council over the past years and also to Mr Tapping for his input from PDNPA.

23.4.7 Planning applications, planning sub-committee and appeals
A decision notice had been granted for a solar powered car park machine and signage for Peak District National Park Authority (PDNPA).

The clerk had forwarded information to the company and to PDNPA in advance of any formal application in connection to a telecommunications tower. A resident had contacted Mr Tapping regarding this proposal.

23.4.8 Newhaven footpath
The clerk had reported the poor condition of the footpath to Derbyshire County Council (DCC) after the previous meeting but had not received an update. Mrs Coles reported that she believed it had been mown.

23.4. 9 Phone box
Resolved: Weather permitting, Mr Tapping will attend to the Perspex and cork in the former telephone box. Necessary painting will also take place. Mr Tapping suggested the use of waterproof paper for notices and images in case of damp and that historic text could be scanned.

Resolved: Mrs Coles to make further contact about the history signs and to look at the historical photographs in her possession.

23.4.10 Parish Council bank account
Mrs Coles had visited the Bakewell branch and had revisited putting additional signatories onto the bank’s system, to include Mrs Currington and Mr Heathcote.

23.4.11 Defibrillator battery
The clerk to order a new battery prior to the expiry of the exiting battery.

23.4.12 CPR Training
12 names had been received to complete the training event but unfortunately, due to adverse weather conditions, the decision had been taken to postpone the event for everyone’s safety.

Resolved: Mrs Coles to rearrange the training session for an alternative date in the near future.

23.4.13 Coronation
It was reported that teas will be served in the village hall for a short period of time on Sunday.

Derbyshire Dales District Council (DDDC) will not provide any grants towards the coronation. Risk assessments will be required for any events. Members discussed some possible options for the parish children.

Resolved: the parish council to pay for the village hall hire costs at this stage.

23.4.14 Grit boxes and snow warden
Mr Tapping reported that grit levels are fine at the moment.

Resolved: to forward a card of thanks to the former snow warden.

The new one year mowing contract had been prepared and signed by the contractor.

23.4.16 Articles for News and Views
An article regarding a future snow warden and information on Heathcote Mere.

23.4.17 Highways, street lighting, fly tipping
There was no response to the clerk’s report on movement of the village sign on Drury Lane or the accident causing damage to the wall and give way sign at Dampy’s Pinch.

23.4.18 Correspondence, electronic communication, Biggin Community Facebook
This had been sent out to all members in advance of the meeting and included:

Rural bulletins, public spaces order, PDNPA management plan, PC and Town liaison forums, DCC news, Police and Crime Commissioner news, coronation insurance, cupper with a copper.

23.4.19 Items for the next agenda
Phone box, bank account, defibrillator, CPR training event, village sign, Newhaven footpath, elections/co-option, accounts. Additional items to be compiled by the clerk.

23.4.20 Date of the next meeting
Due to the elections, the annual meetings will be Monday, 15th May 2023 at 7.15 pm.

There were no confidential items to discuss.

The meeting was declared closed at 9.30 pm
