September 2024: Minutes

A Meeting of Hartington Nether Quarter Parish Council was held on Monday, 16th September 2024 at 7.30pm, in Biggin Village Hall.

Present: J Coles, D Currington, M Heathcote, S Fletcher and the clerk, S Hampson. There was one member of the public in attendance for part of the meeting. The District Councillor was not present.

24.9.1 Apologies and attendance register
Apologies had been received in advance from S Lovatt and W Andrews

24.9.2 Minutes of the previous meeting
The minutes of the previous ordinary meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting.

Resolved: To accept the minutes as a true record of proceedings. These were duly signed by Mrs Coles.

24.9.3 Matters arising and pre-meeting

24.9.4 Public Speaking Procedures Document
The document was available in the meeting.

24.9.5 Public speaking
The member of the public will kindly attend to restoration work on the noticeboard and benches as required. He commented on the hard work that has taken place in the phone box and reported that the tree needs cutting back again behind. It was reported that there are a lot of nettles near the bench seat just below the bridge. The hedge near the Old Vicarage requires attention as it is causing parents with children to step into the highway when walking to the primary school. He also asked about the website. The provider has assured that the contact us page should forward emails to the clerk.

Resolved: The clerk to contact the owners, by letter, in a few weeks’ time if the hedge has not been attended to.

24.9.6 District Councillor and local projects’ fund
The district councillor was not in attendance.

24.9.7 Planning applications, planning sub-committee, appeals and enforcement
The clerk had contacted Peak District National Park Authority (PDNPA) Enforcement department regarding Sycamore House. Subsequent to this initial contact, the members reported that huge gate posts have now been erected in addition to the high wall and a significant portion of agricultural field land has now incorporated into the garden. Suspicion surrounds the possibility of an alternative access being considered here from Parwich Lane (Porridge Lane). An additional window has been put in.

Resolved: The clerk to make contact with the Enforcement Team regarding this.

Retrospective planning at High Peak Harriers had been granted. No objections were received for proposals at Green Farm, Yew tree Cottage.

Proposals at Stone Ridge appear not to be in line with advice from the Peak Park.

Resolved:  to reimburse the clerk to purchase a new laptop for the parish council around £650 as the old laptop has finally stopped working.

The Certificate of Exemption from full audit has been acknowledged by the external auditors.

24.9.9 Telephone box
The inside of the telephone box is now successfully being used as a ‘book swap’ area along with parish history. The parish council members are very grateful to Mrs Lovatt and others who have helped to achieve this.

24.9.10 Website
The clerk had made further contact with the website provider and been assured that everything was working as it should but there could be some issues with Hotmail. This was not a satisfactory response.

Resolved: to shortly create a new generic email for the parish council contact.

24.9.11 Flower boxes
Resolved: the clerk to contact Mrs Lovatt about the possible approach to a resident who lives below the public house.

24.9.12 Noticeboard restoration
See public speaking. The member of the public has materials to undertake the restoration over time for which the parish council is very grateful.

24.9.13 Dog fouling and signs at the playground
The Playground Committee had purchased and erected advisory signs to hopefully stop dog owners from exercising their dogs on the playing field and play ground. As previously minuted, the clerk had prepared letters for local businesses regarding dog fouling and not permitting dogs on the play ground and playing field areas and these had been distributed by Mrs Currington. The playground areas are now well used by visitors.

The owner of a caravan site in the village had subsequently objected to the clerk, following the receipt of the letter, as the person thought all residents should have received such a letter too. Residents have been informed via other means such as articles in News and Views and the Community Facebook.

24.9.14 Highways, street lighting, flytipping, village sign, flower boxes/diversity, clearance of wood
The wood has been cleared from Main Street. DCC had advised that a works order had been issued to carry out some road repairs. The clerk had reported the area near Dale Head at the bottom of the Liffs.

Resolved: the clerk to report a pothole at the junction of High Cross with Hardings Lane, opposite Heathcote Mere.

24.9.15 Articles for News and Views
Resolved: to place an article about a Remembrance Day service at the War Memorial at 2 pm followed by refreshments in the village hall. (The clerk has ordered a wreath for the parish council).

24.9.16 Correspondence, electronic communication and Biggin Community facebook
This had been forwarded to members in advance and included: DALC newsletters, DCC News, Rural Fund digest, PDNPA archaeology news.

Resolved: The clerk to contact Rev. Nicola for an official update on St Thomas’ church, services etc.

Mr Fletcher asked if Connect Fibre (presently working in Hartington) had any plans to undertake work in Heathcote to improve broadband. He also commented on the overgrown directional sign to Hartington near Brundcliffe and poor visibility at the Friden junction near Old House |Fasrm.

Resolved: The clerk to contact DCC regarding the highway issues and to contact Connect Fibre

24.9.17 Items for the next agenda
Flower boxes, Remembrance Day, telephone box, electronic banking, the website, new council laptop, additional items to be compiled by the clerk.
