A Meeting of Hartington Nether Quarter Parish Council was held on Monday, 2nd June 2025 at 7.30pm, in Biggin Village Hall.

Present: D Currington, J Coles, S Lovatt and the clerk, S Hampson. There were no members of the public in attendance.

Part 1 non-confidential information
25.6.1 Apologies and attendance register
Apologies had been received in advance of the meeting from Mrs W Andrews. Mr Heathcote and Mr Fletcher were not in attendance nor the District Councillor, Mr D Chapman.

25.6.2 Confirmation of Vice Chair Person, remaining declaration of acceptance of office forms and register of interest forms
Resolved: Mrs S Lovatt to become Vice Chair Person.

Other members not in attendance at the May meeting duly completed their Declaration of Acceptance of Office forms before the Proper Officer, Mrs Hampson. Register of Interest forms were also completed.

25.6.3 Minutes of the previous meeting
The minutes of the previous ordinary meeting had been displayed on the noticeboard, forwarded to the members and the parish council’s website, in advance of the meeting.

Resolved: To accept the minutes as a true record of proceedings. These were duly signed by Mrs Currington

25.6.4 Matters arising and pre-meeting
Items were covered by the agenda.

25.6.5 Public Speaking Procedures Document
The document was available in the meeting.

25.6.6 Public speaking
There were no members of the public in attendance.

25.6.7 District Councillor
The District Councillor was not in attendance.

25.6.8 Update on affordable homes
There had been no further updates from an officer at Derbyshire Dales District Council (DDDC) regarding the two affordable homes in Biggin.

25.6.9 Heathcote Mere perimeter soil
Additional soil had not been put in place by the time of the meeting but weather permitting, will hopefully be achieved by the next meeting. The mowing contractor will assist with this once Mr Fletcher has returned from holiday.

25.6.10 Village tree surgery work
The clerk had made further contact, in advance of the meeting, with the tree surgeon and had been assured that the works would be completed by the first week in June.

25.6.11 War Memorial Registration
There had been no further progress with the War Memorial registration subsequent to the May meeting.

25.6.12 The future of the church
Concerns regarding the future of the church had been expressed to members of the parish council. The clerk had approached the vicar for an update and had asked to kept informed of future developments. A further public meeting will take place on 3rd June in the village hall. Members discussed the need for clarity regarding the church yard, access to the parish council cemetery, the condition of the church, donations known to have been left to the church for repairs, services for weddings/funerals etc

Resolved: Mrs Lovatt and Mrs Coles to hopefully attend the church meeting.
Resolved: The clerk to invite the District Councillor to attend the church meeting.

25.6.13 External audit
The clerk and responsible finance officer had submitted the Certificate of Exemption and contact details to the external auditors. She had also submitted all audit related documentation and accounts to the website.

25.6.14 Planning applications, planning sub-committee, appeals and enforcement
Subsequent to the May meeting, members reported that the application for change of use from holiday let to residential dwelling had been refused for the garage conversion at Main Street, Biggin. Mrs Coles reported her disappointment in the building remaining as a holiday let. It was reported that the former Carriages Restaurant is to become a showroom.

There was one new planning application (NP/DDD/0525/0498) for Over Hide, Biggin to erect an open fronted cart shed, erection of a pergola and works to facilitate disabled access, creation of a patio area. Members present viewed the application on line during the meeting.

Resolved: to support the proposal at Over Hide.

The clerk had received contact via the website. The enquirer raised the matter of the erection of large porches onto some properties on Main Street, supposedly under permitted development. There has also been some development to the rear of the properties, and double garage, also without formal planning permission.

Resolved: the clerk to contact the enforcement team at Peak District National Park Authority (PDNPA) regarding the above properties and to chase previously reported enforcement enquiry regarding the very large gates near Sycamore House.

25.6.16 Highways, street lighting, flytipping, grit bin monitoring, dog fouling
Mr Heathcote had kindly mended the gate on the footpath near Grange Lane the following day after the May meeting. The clerk had reported potholes at Heathcote, Bone Mill and the approach to Heathcote Mere. Defects at Bone Mill had been repaired. Two streetlights previously reported by the clerk remain defective near the Homesteads on Main Street and Greenhead Crescent.

Resolved: the clerk to report the defective street lights again.

25.6.17 Articles for News and Views
There were no articles to submit.

25.6.18 Correspondence, electronic communication and Biggin Community facebook
This had been forwarded to members in advance and in addition to items already covered by agenda items included: DALC newsletters, Citizens Advice Bureau report.

25.6.19 Items for the next agenda
Affordable houses, Heathcote Mere perimeter, review of policies and standing orders. Additional items to be compiled by the clerk.

25.6.20 Date of the next meeting
The next meeting will be Monday, 7th July 2025.
