A Meeting of Hartington Nether Quarter Parish Council was held on 6th July 2026 at 7.00pm, in Biggin Village Hall
Present: D Currington, S Lovatt, S Rogers, S Fletcher and the clerk, S Hampson. There was one member of the public in attendance, for part of the meeting.
Part 1 non-confidential information
26.7.1 Apologies and attendance register
Ms W Andrews and Mr M Heathcote were not in attendance.
26.7.2 Minutes of the previous meeting
Resolved: To accept the previous minutes as a true record of proceedings. These were duly signed by Mrs Currington
26.7.3 Matters arising and pre-meeting
Items were covered by the agenda.
26.7.4 Public Speaking Procedures Document
The document was available in the meeting.
26.7.5 Public speaking
There was one member of the public in attendance who attended to advised the members of his intentions to complete building a garden shed. He had been advised that this would be within permitted development and camouflaged by a hedge. He was in possession of emails from the Peak District National Park Authority (PDNPA) confirming the garden shed did not require planning permission. The members thanked him for advising the parish council.
Mrs Currington had received a note requesting support from the parish council to support a couple to get their name on a list for a house. The couple have allegedly lived in a caravan in the parish for about 25 years but can no longer remain. Members considered the request but this not the remit of the parish council.
Resolved: Mrs Currington to relay the above decision.
26.7.6 District Councillor
The District Councillor was not in attendance.
26.7.7 Update on affordable homes
The clerk had again liaised with the officer at Derbyshire Dales District Council (DDDC) but there was no further progress at the time of the meeting.
26.7.8 Heathcote Mere and other works
Pygmy weed is naturally disappearing from Heathcote Mere. The members are very pleased to see everyone enjoying the area around the mere.
26.7.9 Standing orders, financial regulations and data protection policy
Resolved: to defer this agenda item to a future meeting
26.7.10 Tree preservation order
There was no further update from PDNPA regarding this.
26.7.11 Planters
Mrs Lovatt advised the memorial planter was in hand and will hopefully be ready for September. Mrs Currington will purchase the memorial rose and Mr Fletcher will supply the soil.
26.7.12 Planning applications, planning sub-committee, appeals and enforcement
Resolved: there were no objections to a proposal at Heathcote Grange.

26.7.14 Highways, street lighting, flytipping, grit bin monitoring
It was reported that the stile from the vicinity of the Waterloo has a problem with nettles.
Resolved: to report the problem to the Ranger Service to request strimming to take place.
The grit bin at Greenhead Crescent remains free of rubbish. The clerk had reported faulty street lights after the previous meeting. There was no update on playground signage. The no flytipping sign at Heathcote is down again.
Resolved: Mr Fletcher to kindly use some postcrete to secure the sign.
26.7.15 Articles for News and Views
The next edition deadline for articles is 15th August
26.7.20 Correspondence, electronic communication and Biggin Community facebook
Details had been forwarded to members in advance and some items were already covered by agenda items. Other items included: DALC circulars. It was reported that the church has a new committee aiming to achieve services.
26..21 Items for the next agenda
Items to include: affordable houses, tree surgery, tree preservation order, planters, church meeting, Remembrance Day 8th November. Additional items to be compiled by the clerk.
26..22 Date of the next meeting
The next meeting will be Monday, 12th October 2026 at 7.30 pm
