April 2024: Minutes

The Annual meeting of Hartington Nether Quarter Parish Council
was held on Tuesday, 2nd April 2024 at 7.30pm
in Biggin Village Hall

Present:  D Currington, S Lovatt, M Heathcote, W Andrews and the clerk, S Hampson.  There were no members of the public in attendance.

Part 1 non-confidential information

24.4.1 Apologies
Apologies had been received in advance from Mr Fletcher; Mrs Coles was not in attendance. 

24.4.2 Minutes of the previous meeting
The minutes of the previous ordinary meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting. 

Resolved:  To accept the minutes as a true record of proceedings, noting that Mrs Andrews was not in attendance (prop DC, sec SL).  Acting Chair Person, Mrs Currington duly signed the minutes as a true copy of proceedings.  

24.4.3 Matters arising and pre-meeting
Some of the wood left on Main Street had been cleared by the person concerned but some still remains.  Mr Heathcote had checked items in the cemetery following the removal of the shed.  He had removed shovels and a fork for safe keeping.  Mrs Currington will remove 2 final planks left behind.

24.4.4 Public Speaking Procedures Document
The document was available in the meeting.

24.4.5 Public speaking
There were no members of the public in attendance.

24.4.6 District Councillor
The district councillor was not in attendance.  The clerk completed an application for the sum of £250 towards the purchase of flower boxes.  (Also see the agenda item 24.4.13 regarding the purchase of flower boxes)

24.4.7 Planning applications, planning sub-committee, appeals and enforcement
NP/DDD/0324/0239 Former coal yard.  Change of use to dwelling.

Members viewed a plan of the proposal which reveals that a boundary wall has been completely removed, together with 3 small outbuildings.  There is no section 106 agreement attached to this proposal.

Resolved:  to support the proposal if a local needs restriction is placed on the dwelling and that it cannot become a holiday let.  Also to draw attention to the planning officer concerned that the drawings do not match the removed items referred to above.

NP/DDD/0324/0237 Avondale Bungalow, Old House Farm.  Residential annexe off Avondale.

Resolved:  to support this proposal.

NP/DDD/0423/0359 30 m telephone mast.  This proposal has been withdrawn

NP/DDD/0723/0782 Biggin Grange, removal of cement render and repointing walling stone.  This matter has gone to appeal.

24.4.8 Telephone box
Mrs Lovatt reported that matters are in hand.  She had liaised with the curator of Buxton Museum and received some excellent material. 

24.4.9 Defibrillators
There were no matters to report.

24.4.10 Update on reported flooding
The clerk had not received any updates on the persistent flooding at Dale End and had reported to this to a concerned resident.

24.4.11 Update on the former POW camp buildings

A response had not been received in time for the meeting.

The clerk reported she had completed the VAT return for 2023-2024 and anticipates a return of £702.23 shortly.

24.4.13 Highways, street lighting, flytipping, village sign, flower boxes/diversity.
The clerk had contacted the District Councillor for a contribution from his local project fund for £250 and had been advised to complete a submission for his new allowance from 1st April which she had done.  This was for funding towards flower boxes, compost, wildflower seeds/plants.

The clerk had reported a number of issues to Derbyshire County Council (DCC) and had received the following references:

  • Water collection opposition the garage at Newhaven:  593093872
  • Heathcote pothole and grid: 594027758
  • Dale head potholes: 594024891

Mr Heathcote reported a number of beer cans being left at Heathcote and he will attend to their clearance.  No other issues were reported and all street lights are presently working.

24.4.14 Articles for News and Views
Dog fouling is a persistent problem again in the village and of particular concern on the playground and playing field area.  Dogs have also been seen off their leads on this area despite a sign saying that dogs are not allowed in either of these areas. 

Resolved:  To place an article informing people that dogs are not allowed on the play area or playing field at all.  This is not an exercise area for dogs.  Dog faeces is harmful to children and sheep in lambing season.

Resolved:  The clerk to prepare a letter to be distributed to all businesses, camp sites and holiday lets asking for support to inform their visitors to keep dogs on leads and not to allow their dogs to foul verges, visit the playing areas and to pick up after their animals.

Resolved:  Mrs Lovatt to place further notices on posts around the village to encourage some dog owners to become more responsible.

 24.4.15 Correspondence, electronic communication and Biggin Community facebook
This had been forwarded to members in advance and included:  80th anniversary of D-Day, Rural bulletins, DCC news, council home energy efficiency grants available, Rural Funding Digest, parish and town council liaison forum, DALC forum and newsletters, bus service improvement plan, Peak Park celebrating volunteers, PCSO newsletter.  

Mrs Currington reported that there are no plans, at present, to commemorate the 80th anniversary of D-Day at the village hall.

24.4.16 Items for the next agenda
The next meeting will be the parish annual meeting followed by the annual parish council meeting.  Necessary items to be compiled by the clerk.

24.4.17 Date of the next meeting
Tuesday, 7th May 2024 due to the bank holiday.
