The Annual meeting of Hartington Nether Quarter Parish Council
was held on Monday, 6th February 2023 at 7.30pm
in Biggin Village Hall.
Present: P Tapping, S Griffiths, D Currington, M Heathcote and the clerk, S Hampson. There were no members of the public in attendance.
Part 1 non-confidential information
23.2.1 Apologies
Apologies had been received from S McCurrach and J Coles, in advance of the meeting.
23.2.2 Minutes of the previous ordinary meeting
The minutes of the previous meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting.
Resolved: To accept the minutes as a true record of proceedings. Mr Tapping duly signed the minutes as a true copy of proceedings.
23.2.3 Matters arising and pre-meeting
Items were covered by the agenda.
23.2.4 Public Speaking Procedures Document
The document was available in the meeting.
23.2.5 Public speaking
There were no members of the public in attendance; however, Mr Tapping raised some issues through this item. Attendance at church services has dwindled severely, even at special services such as the recent Snowdrop and Candlemass service. Unfortunately, if attendance remains really low, services may no longer take place in Biggin and only at Hartington. An article will be placed in News and Views regarding this.
In addition, heating the church is extremely expensive and often ineffective. It has been suggested that individual pew heaters could be purchased, possibly through a sponsorship scheme. The Diocese will not fund the heating.
Resolved: The clerk to make an enquiry through DALC to see if the parish council would be permitted to sponsor one pew heater.
Mr Tapping further reported that whilst Biggin Village Hall is presently on a fixed term electricity contract, from 2024 the energy costs will rise significantly and income may not meet this cost. Mr Tapping advised that he is presently attempting to get lottery funding.
23.2.6 Heathcote Mere
Following the major intervention during 2022, Heathcote Mere now looks very attractive and the water level is maintained at a high level.
Resolved: To remove this item from future agendas unless required.
23.2.7 Planning applications, planning sub-committee and appeals
NP/DDD/1121/1179 Main Street Garage. This application has now been withdrawn.
NP/DDD/1222/1621 Ivy House. Demolition and rebuilding barns and garage to create 3 holiday units and ancillary facilities. Internal and external alterations.
NP/DDD/1122/1453 High Peak trail car park to Oldhams Farm. Solar powered car park machine, base pedestrian area and signage.
Resolved: to support the applications at Ivy House and the car park. (Enforcement at the car parks fall under the remit of Derbyshire Dales District Council).
23.2.8 Phone box
Mr Tapping reported that a photocell operated light has now been installed inside the former telephone box which will go off after 15 seconds. The Perspex is still to be obtained from the surgery. The parish history signs will be obtained shortly. Mr Tapping will kindly paint the roof of the telephone box when the weather improves.
Resolved: The clerk to contact Mrs Coles for an update on the Perspex and the signs.
23.2.9 Parish Council bank account
Neither Mrs Currington nor Mr Heathcote had received any updates from the parish council’s bank.
Resolved: the clerk to contact Mrs Coles who had kindly been involved with updating the signatories on the parish council’s bank account and to discuss at the next meeting.
23.2.10 Covid Memorial Plaque
The clerk had obtained a proof of the memorial plaque from Anglia Castings and had subsequently requested that four fixing holes be incorporated and this had been acknowledged as a positive suggestion. The invoice had been received and cheque prepared.
Resolved: Mrs Currington to kindly accept delivery and Mr Tapping to affix to the memorial wall.
23.2.11 CPR Training
Mrs Coles provided an update in advance of the meeting on this matter advising that she had received interest in the training from 5 individuals. Members questioned whether the training should be deferred if insufficient interest has been received before the March training event. Mr Tapping reported that the First Responders would provide some free training but it was not certain if this included CPR training or just advise on using a defibrillator.
Resolved: The clerk to liaise with Mrs Coles, who had arranged the CPR event, regarding the numbers and viability of the event at this particular time as the next parish council meeting would be too late to defer the training session.
23.2.12 Possible contribution to ECG monitor for local surgery
Documents had been sent to members in advance of the meeting, providing supporting information from Hartington Patients’ Participation Group for a request for a donation towards the purchase of a 24 hour ECG monitor. Requests had also been sent to other adjoining parishes. The amount requested from Hartington Nether Quarter Parish Council was £250. The document advised the approximate number of Hartington Nether Quarter parishioners are patients of the surgery; however, as the members present pointed out, this meant that a number of parishioners and councillors attend surgeries elsewhere, receiving no benefit from this donation.
Resolved: to support the request for the donation but for a sum of £200, not £250.
23.2.13 Coronation
The clerk had not received any information from Derbyshire Dales District Council (DDDC) connected to her request for information about any grants which may become available for parish councils in connection with the coronation. Members discussed some early information regarding the coronation weekend which may involve an afternoon tea party on the Sunday. Members acknowledged the aim of a volunteer day on the Monday.
23.2.14 Queen Elizabeth II free memorial trees
The offer to obtain trees through the scheme ran out in November; however, Mr Tapping advised that trees can be sourced elsewhere. Placing trees near the bench on the corner of Drury Lane was discussed but it was acknowledged that nearby residents should be consulted along with DCC, Highways for any visual impact.
Resolved: The clerk to contact DCC, Highways for a visual impact statement in connection to the possible planting of trees adjacent to the seat on Drury Lane corner.

23.2.16 Articles for News and Views
Resolved: to readvertise the CPR event in March.
23.2.17 Highways, street lighting, fly tipping
Mr Tapping had kindly rechecked the grit stock levels in the village; Mr Heathcote had also checked the grit stock level in the Heathcote grit bin. All stocks adequate at this point.
23.2.18 Correspondence, electronic communication, Biggin Community Facebook
This had been sent out to all members in advance of the meeting and included:
Mobile library service, DCC news, DCC community news, Vision Derbyshire Business Set up; DALC February newsletter; PDNPA Mosaics; Parish and Town Council liaison forum; 20’s plenty workshop; bold ambition for PDNPA; election round robins; rural bulletins; rural funding digest; DALC roadshows cancelled; public spaces order; DALC training calendar.
The playground area is presently shut off for resurfacing with a type of soft tarmac material to be put down. Members also discussed the remit of the snow warden in relation to pavements within Biggin.
Resolved: Mrs Currington to ask the snow warden for an update for the next meeting.
23.2.19 Items for the next agenda
Phone box, covid memorial plaque, bank account, CPR training, ECG monitor, review of snow warden. Additional items to be compiled by the clerk.
