The meeting of Hartington Nether Quarter Parish Council
was held on Monday, 5th February 2024 at 7.30pm
in Biggin Village Hall
Present: D Currington, S Lovatt, M Heathcote, S Fletcher, W Andrews, the clerk, S Hampson and District Councillor, D Chapman.
Part 1 non-confidential information
24.2.1 Apologies
Apologies had been received in advance from Mrs Coles.
24.2.2 Minutes of the previous meeting
The minutes of the previous ordinary meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting.
Resolved: To accept the minutes as a true record of proceedings (prop WA, sec SL). Acting Chair Person, Mrs Currington duly signed the minutes as a true copy of proceedings.
24.2.3 Matters arising and pre-meeting
The landlady of the Waterloo Inn had advised the clerk of a potential hazard on the other side concerning a sunken area. The clerk had reported the matter and Derbyshire County Council (DCC) had subsequently advised that a job order had been raised to attend to the matter. This area had previously been reported by the clerk some time ago and this is an area of concern, as it is now a form of ‘sink hole’.
24.2.4 Public Speaking Procedures Document
The document was available in the meeting.
24.2.5 Public speaking
There were no members of the public in attendance. Mrs Andrews reported a conversation from a resident concerned by a lack of mobile phone signal in the village. In addition, smart electrical meters cannot be installed due to a lack of signal. Some issues are down to individual service providers. Many residents in Biggin use wifi signals but this is not available to all for communication needs. The nearest mobile phone mast is at a property at Newhaven. The District Councillor reported that mobile phone signals in Biggin have not been discussed at the District Council.
24.2.6 District Councillor
The district councillor in attendance and provided some information about forthcoming council tax rates for the District Council. He also advised that the District Council has made a £10,000 fund available to assist with air quality particle testing being undertaken at Ashbourne. He also reported that there would be no site dedicated to travellers in the parish or neighbouring parish. The District Councillor was advised of inadequate highway signage near Newhaven, linked to roadworks in Ashbourne, resulting in HGV traffic sitting for long periods in Ashbourne also contributing to poor air quality.
24.2.7 Planning applications, planning sub-committee, appeals and enforcement
An application had been received for hay storage and lambing barn at Bank Top Cottage.
Resolved: to support the application but to comment that the size may be too large for the identified purpose.
An application for a Certificate of Lawfulness had been received for an abattoir and extended meat processing facilities at Standedge Grange, Newhaven, to be located within an existing stone building.
Resolved: Whilst this is not a formal planning application, the parish council supports the Certificate of Lawfulness.
Comments had been received by a parish council member of the residential occupation of a previously approved holiday cottage. The enquirer could receive clarification by contacting Peak District National Park Authority.
24.2.8 Precept submission
The clerk had submitted the documentation for the precept amount of £9000 as agreed in the December meeting. The clerk had also submitted a claim for reimbursable expenditure for 23-24, in the sum of £500 to off-set mowing costs and this had been received.
24.2.9 Telephone box
An invoice had still not been received for the new signs. The contents for the inside of the phone box are now in hand.
Resolved: to place an article in News and Views to request additional pictures.
24.2.10 Parish Council bank account and signatories
Mrs Currington reported that she believed Mr Fletcher to now be an additional signatory.
24.2.11 Defibrillators
The new defibrillator had been installed into the existing cabinet at the primary school. This had kindly been cleaned by Mrs Lovatt. The old defibrillator had been installed in the new cabinet at Heathcote and this now needs new defibrillator pads. If District Councillor Chapman has funds left in his Local Projects Fund; he will make a contribution towards the cost of replacement pads for the defibrillator at Heathcote. This will be much appreciated.
Resolved: the clerk to order new pads with details to be supplied by Mr Fletcher.
Resolved: to prepare a signature list for the First Responders to sign upon checking the devices and to find out the frequency of their visits.
Resolved: to place a list of trained defibrillator users in the defibrillator cabinets.
The enquirer from Pikehall had provided some additional information to the clerk regarding the defibrillator at Pikehall, in relation to insurance, battery and pad life, possible contributions from neighbouring parish councils linked to Pikehall.
Resolved: to request proof that the defibrillator has been electrically connected and certificated in the redundant telephone box by a professional electrician.
Resolved: Hartington Nether Quarter Parish Council will pledge to make a one third contribution towards the cost of the insurance through the parish council’s insurance, if the other two parish councils covering Pikehall do likewise
Resolved: Hartington Nether Quarter Parish Council will pledge to make a one third contribution towards the cost of the consumables including battery and replacement pads subject to the above proof of correct electrical installation and again, two other parish councils concerned also contribute.
24.2.12 Remembrance Day diversion map
Members gave consideration to the production of a map to enable a official road closures to take place for Remembrance Day.
Resolved: not to proceed and to marshall the event without an official road closure to provide more flexibility with timings etc.
24.2.13 Items of account, salaries and HMRC, mowing contract

24.2.14 Highways, street lighting, flytipping, village sign, flower boxes/diversity.
The clerk had reported faulty street lights in Greenhead Crescent had most likely been fixed. The Newhaven footpath has been cleared. Flytipping from Heathcote has also been removed. Mrs Lovatt to find out further information about flower boxes.
During the parish council winter recess, the clerk had received emails from residents at Dale End, Hardings Lane with images of the severe flooding and repeated contact with Derbyshire County Council (DCC). The clerk contacted subsequently made direct contact with a member of DCC for further support.
Resolved: the clerk to request jetting, clearing of blocked gullies and a permanent remedy at this location to prevent persistent flooding.
24.2.15 Articles for News and Views
With thanks to a response to a previous article, it may be possible that a Christmas tree can be sourced for Christmas 2024.
Resolved: the clerk to place an article in News and Views requesting copies of interesting parish photographs which can be displayed in the phone box and to give these to Mrs Lovatt. By doing so, it will be assumed permission is granted for public display.
24.2.16 Correspondence, electronic communication and Biggin Community facebook
This had been forwarded to members in advance and included: request to place a poster from the MP in the noticeboard, DDDC Christmas waste collections, News and Views submissions, DCC Community News, RSN Rural funding digest. Community Ownership fund applications, DCC adult community education news, biodiversity compliance, DALC newsletters, PDNPA News.
The clerk had contacted the vicar regarding access to the church to enable the church clock to be serviced but a response had not been received in time for the meeting. Mrs Lovatt provided direct contact details to the servicing company and an alternative church contact.
The clerk to contact PDNPA and DDDC Environmental Health regarding ‘dumping’ at the former POW camp. This could include asbestos.
Some trees had blown down on Main Street and it was reported that the previous year’s mowing contractor would attend to these. He had also kindly taken down the redundant damaged shed from the parish council cemetery.
24.2.17 Items for the next agenda
Church clock service, telephone box, defibrillators, flooding, POW camp. Additional items to be compiled by the clerk.
24.2.18 Date of the next meeting
4th March 2024. The April meeting will be rescheduled to Tuesday, 2nd April.
Part 2 Confidential information
24.2.19 Tenders for 2 year mowing contract 2024-2025
The clerk had sought tenders from suitable qualified mowing contractors. However, only one contractor had responded. The details of the tender were very comprehensive and included details of public liability insurance and licences. The tender was from the previous year’s contractor who had provided outstanding work throughout his previous contract.
Resolved: to appoint Mr Coles as the mowing contractor for the 2 year contract 2024 and 2025
