A Meeting of Hartington Nether Quarter Parish Council was held on Monday, 3rd February 2025 at 7.30pm, in Biggin Village Hall.

Present: D Currington (Acting Chair Person), S Lovatt, S Fletcher and the clerk, S Hampson. There were no members of the public in attendance.

Part 1 non-confidential information

25.2.1 Apologies and attendance register
Apologies had been received in advance of the meeting from Mrs J Coles, Mr M Heathcote and Mrs W Andrews. The District Councilor was not in attendance.

25.2.2 Minutes of the previous meeting
The minutes of the previous ordinary meeting had been displayed on the noticeboard, forwarded to the members and the parish council’s website, in advance of the meeting.
Resolved: To accept the minutes as a true record of proceedings. These were duly signed by Mrs Currington.

25.2.3 Matters arising and pre-meeting
From the previous minutes, the clerk had liaised with a resident who is gathering historical information and photographs on the War Memorial. Additional information may be found through documents stored on micro fiche at the library. The intention is for the War Memorial to become a listed monument in the near future. The parish council is very grateful to the efforts and hard work of the resident.

25.2.4 Public Speaking Procedures Document
The document was available in the meeting.

There were no members of the public in attendance.

25.2.6 District Councillor
The District Councillor was not in attendance.

25.2.7 Update on affordable homes
The officer at Derbyshire Dales District Council (DDDC) who has been in contact with the clerk states that planning permission is in order but it does seem that the properties have not been registered for council tax. The officer also has a copy of the Land Registry title and the restrictions on the properties with Peak District National Park Authority (PDNPA). The council tax department has now been contacted to investigate. The properties are effectively complete and more so than other small developments in the area where the developer is paying council tax. The length of time empty in this condition may lead to the imposition of Empty Homes Premium which could be an additional incentive for the owner to bring the properties into use.

DDDC has had a call from the owner/developer following their letter asking for an update on progress of the properties. He said that progress on the properties has been slow because the properties are affordable and cannot be sold/rented at market rents. He is therefore trying to keep the build costs within a certain figure and is doing most of the work himself, rather than employing contractors. It is hoped they will be finished by the end of the summer.

25.2.8 Heathcote Mere seats.
There was no further information on the replacement stone tops in time for the meeting.

25.2.9 Village tree surgery work
The clerk had made further contact with the tree surgeon to provide a cost to attend to the additional identified tree near Stoneacre. A price had not been received but the contractor will view the required works. It is hoped the tree surgery could be undertaken in March

25.2.10 Defibrillators’ registration
The clerk had phoned personnel at the primary school and at that time, the person did not know whether the defibrillator had been registered on the ambulance circuit but advised that she would complete the registration and subsequently advise the clerk. She reported that a First responder had checked the defibrillator that day. Mrs Lovatt also regularly checks the machine.

An enquiry had been received from residents at Pikehall asking for the parish council to adopt the defibrillator at Pikehall. Some funds have been received from the Y Not festival team for the defibrillator but there is no bank account.

Wetton First Responders will not attend to the defibrillator at Pikehall as it is out of their area. It was thought that First Responders may still exist in Parwich and in view of this, it was thought that Parwich Parish Council may be a better suggestion for adoption. There is nobody from Biggin to check a defibrillator at Pikehall.

Resolved: The clerk to advise the residents to make contact with Parwich Parish Council and possibly Parwich First Responders.
Resolved: The clerk to contact DALC regarding implications of donations from Y Not Festival if the parish council were to consider adoption of the Pikehall defibrillator.

Information had been received from one member of the new Hartington First Responders detailing funds they had received, constitution etc and responsibilities for checking facilities. S Lovatt and S Fletcher are detailed as checking Biggin and Heathcote’s defibrillators.

25.2.11 Planning applications, planning sub-committee, appeals and enforcement
Some members still cannot access the planning applications on their phones following changes to the planning portal. Those present, viewed 2 applications during the meeting.
Resolved: to support a proposal for an extension and garage at Endale, but commented that this proposal represented quite a large footprint.
Resolved: to support the proposal by DSF Refractories for the change of use of part of an existing building to provide 2 residential dwellings and external works to request clarity on whether this will be tied to DSF or be for the open market.

25.2.13 Flower boxes
Mrs Lovatt reported that these are ready to be sited. Remaining monies from the Local Project Fund grant will be spent on seeds/plants etc. Mr Fletcher can supply soil.

25.2.14 Highways, street lighting, flytipping, grit bin monitoring
The Via Gelia road will be subject to closures for ash die back tree surgery.
Members were very grateful to Mr Fletcher for collecting a new supply of grit and to both Mr Fletcher and Mr Heathcote for filling some of the parish grit bins. It had been reported to members that grit is allegedly being stolen from the grit box below the bridge on Main Street for private use. This grit bin had been refilled and subsequently emptied again. Rubbish had been cleared from the grit bin at Greenhead Crescent but further rubbish has been deposited again. See next item.

25.2.15 Articles for News and Views
Resolved: to place an article in News and Views about the issues related to the above 2 grit bins.
Resolved: to place a further article regarding dog fouling on the village pavements.

25.2.16 Correspondence, electronic communication and Biggin Community facebook
This had been forwarded to members in advance and in addition to items already covered by agenda items included: DALC newsletters, DCC News, the gate at Club Cottages has been mended by the Ranger Service, DALC training sessions, grant funding available in the High Peak (sent by PDNPA), Darley Dale Big Green Energy flyer, Derbyshire and Derby Minerals Local Plan, Citizens Advice energy awareness training, Rural Bulletins.

25.2.17 Items for the next agenda
Flower boxes, grit bin monitoring, new council laptop, tree surgery work, affordable houses, Heathcote Mere seats, defibrillators, War Memorial registration. Additional items to be compiled by the clerk.
