The Annual meeting of Hartington Nether Quarter Parish Council
was held on Monday, 3rd July 2023 at 7.30pm
in Biggin Village Hall
Present: J Coles, D Currington, M Heathcote, S Lovatt, S Fletcher and the clerk, S Hampson. Also present was the new District Councillor, Mr D Chapman. There was one member of the public in attendance.
Part 1 non-confidential information
23.7.1 Apologies
There were no apologies from existing members of the parish council.
23.7.2 Casual vacancies and co-option
There had been no further interest shown in the most recent casual vacancy notice; therefore, one vacancy remains.
Resolved: to readvertise the vacancy again.
23.7.3 Declaration of acceptance of office of new councillor
Mr Fletcher had been co-opted at the June parish council meeting and provided necessary documentation.
23.7.4 Minutes of the previous meeting
The minutes of the previous ordinary meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting.
Resolved: To accept the minutes as a true record of proceedings. Mrs Coles duly signed the minutes as a true copy of proceedings.
23.7.5 Matters arising and pre-meeting
Items were covered by the agenda. The clerk had prepared new cemetery fees, in line with those of Derbyshire Dales District Council (DDDC).
From the previous meeting, the clerk had contacted Derbyshire County Council (DCC) to request an additional warning sign, identifying the location of the primary school, to raise awareness to motorists. See item 23.7.16 Highways.
23.7.6 Public Speaking Procedures Document
The document was available in the meeting for the benefit of the member of the public.
23.7.7 Public speaking
The member of the public from the adjoining parish had attended to read a statement regarding concerns and objections to a planning proposal for a 30 m high telecommunications tower due to its impact on the landscape, visibility from multiple places, access issues. He also believed that this proposal exceeded the height by 5 m to be considered by Peak District National Park Authority (PDNPA). He reported inconsistent issues in accessing the PDNPA planning portal.

District Councillor Chapman is also a member of the PDNPA and was advised of issues also experienced by the parish council members in access the planning portal on PDNPA’s site. District Councillor Chapman advised that there was little to report from DDDC; however, he had given consent for £250 from his Local Projects Fund towards the production of a village map, referred to in previous minutes.
Resolved: to place the production of the village map on the next agenda as the size of this needs to be confirmed.
23.7.8 Planning applications, planning sub-committee, appeals and enforcement
From the previous meeting, Mrs Hampson had forwarded photographs taken of Sycamore House to the Enforcement team at PDNPA.

Resolved: to support this proposal as there will be no impact on neighbouring properties.
NP/DDD/0623/0663 Holiday unit, The Homestead.
Members were concerned about yet another holiday unit in the village but unfortunately, members had not been able to access the planning portal to view this application, due server errors.
Resolved: Members to attempt to view this application and submit comments.
NP/DDD/0423/0359 Telecommunications mast
Also see public speaking.
Members discussed the proposal for a 30 m high lattice mast and were also aware of the objections to be made by the neighbouring parish. This matter is considered temporary due to its lifespan of approximately 20 years. There was no detail of the actual footprint. Members completely appreciated the impact of poor mobile signals in the parish and adjoining parishes; however, the members considered the location for the mast; its very intrusive nature and its visibility far outweighed the benefits.
Resolved: to object to the proposal.
23.7.9 Telephone box
An invoice is still awaited form the professional person involved with the production of the new signs for the former telephone box; however, Mrs Coles advised that this will £75 plus VAT for materials, plus some labour costs and the cost of the silcon.
Resolved: Mrs Coles to advise the contractor that these costs have been approved and to request an invoice for payment.
Mrs Coles has a number of photographs to be incorporated into the telephone box. Mrs Lovatt reported that a request had been received to use the telephone box for a ‘seed swapping area’ during the period April to October.
Resolved: to approve the use for seed swapping. Mrs Lovatt to report the approval to the person concerned.
23.7.10 Parish Council bank account
Resolved: Mrs Coles will undertake the necessary work to enable the new councillors to become authorised signatories.
23.7.11 Defibrillator and CPR training
Mrs Coles confirmed the new training date to be Saturday, 16th September; 3 spaces remain. The clerk had obtained two quotes for a replacement defibrillator battery.
Resolved: to purchase through the Defib Store (cheapest quote) and Mrs Coles to arrange collection.
23.7.12 Review of policies
These had been reviewed without need for content amendment. Reviewed dates had been added.
23.7.13 Covid Memorial Plaque Ceremony
The clerk had contacted the vicar and had received a selection of dates for a service.
Resolved: to confirm Sunday, 10th September at 3 pm. Mrs Currington to book the village hall for refreshments afterwards. Mrs Coles to circulate the date and to advertise it on the noticeboard, once confirmed.
23.7.14 Items of account, salaries and HMRC, mowing contractor
The NALC pay award had been received for clerks backdated to 1 April 2022; however, as the clerk’s salary had been reviewed in 2022, the clerk had requested that this be backdated to 1st April 2023.
Resolved: to approve the pay agreement for the clerk, backdated to 1st April 2023.

23.7.15 Articles for News and Views
Commemoration of the Covid memorial plaque, CPR training, casual vacancy, dog fouling, Remembrance Day*. Dog fouling has become a real issue again in the village.
*Resolved: the clerk to obtain confirmation of the time for the Remembrance Day service from the vicar to enable a road closure to be applied for. Additional items for News and Views to be submitted to Mrs Coles prior to the deadline date.
23.7 16 Highways, street lighting, fly tipping
There was still no response to the clerk’s report on movement of the village sign on Drury Lane nor the damage to the wall and give way sign at Dampy’s Pinch. Members had considered the lack of traffic regulation at the junction to be a possible police matter at the previous meeting. The clerk had contacted the local PCSO regarding the give way sign who had in turn reported the matter again to DCC. Road markings are also inadequate at this location.
DCC had responded with images from Google Earth indicating that in fact, warning signs were present from either approach. Mrs Coles had taken photographs confirming this fact. The sign from the A515 approach is a little hidden by trees near Sycamore House and this has also led to the sign being somewhat green.
Resolved: Mrs Currington to clean the sign and the overgrown vegetation to be cut back a little to improve its visibility.
Mr Fletcher reported that visibility at the junction at Heathcote Mere was dangerous due to overgrown grass.
Resolved: the clerk to report the matter.
Resolved: The District Councillor to follow up the lack of response to grass cutting on the footpath leading from Cardlemere Lane to the triangle at Newhaven. (Mr Heathcote reported a further incident had occurred on this footpath due to overgrowth of vegetation).
23.7.17 Correspondence, electronic communication and community facebook
This had been forwarded to members in advance and included: DALC newsletters, DCC News, Rural Bulletins, registration of defibrillators on the ‘circuit’.
Resolved: the clerk to confirm the circuit registration with the First Responders.
A former councillor had reported several items for the attention of the parish council. These included: the need to restain the memorial bench in the cemetery; a tree in the cemetery adjacent to the bench requires branches to be removed; nettles are growing around the bench near the trail and weedkiller is required at the war memorial.
Resolved: the items reported above to receive attention. The War Memorial will be cordoned off during the application of weedkiller by the mowing contractor.
Resolved: Mrs Lovatt to consult with Biggin Community Group regarding flower boxes for the village and stocking the boxes and to report back at the next meeting. Artificial wood would not require annual preservation.
23.7.18 Items for the next agenda
Co-option – a further notice will be compiled, phone box, bank account, defibrillator, CPR training event, village sign, Covid Plaque ceremony, flower boxes, Remembrance Day, District Councillor. Additional items to be compiled by the clerk.
