A Meeting of Hartington Nether Quarter Parish Council was held on Monday, 1st July 2024 at 7.30pm, in Biggin Village Hall.
Present: S Lovatt (Acting Chair Person), M Heathcote, W Andrews, S Fletcher and the clerk, S Hampson. There was one member of the public in attendance for the beginning of the meeting.
Part 1 non-confidential information
24.7.1 Apologies and attendance register
Apologies had been received in advance from J Coles, D Currington,
24.7.2 Minutes of the previous meeting
The minutes of the previous ordinary meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting.
Resolved: To accept the minutes as a true record of proceedings. The Chair Person, Mrs Lovatt duly signed the minutes as a true copy of proceedings as established by other members of the parish council due to her absence from the previous meeting.
24.7.3 Matters arising and pre-meeting
Remnants of wood still remain on Main Street following a tree fall and some residents removing only useful timber.
Resolved: Mrs Currington, Mrs Lovatt and Mrs Andrew to kindly clear the rubbish left in this area
The clerk had prepared letters for local businesses regarding dog fouling and not to permit dogs on the play ground and playing field areas and these had been provided to Mrs Currington for distribution
24.7.4 Public Speaking Procedures Document
The document was available in the meeting.
24.7.5 Public speaking
The member of the public in attendance had reported issues he wished to raise during the public speaking session of the parish annual meeting held immediately prior to the parish council meeting.
The points raised concerned the website not functioning properly. The clerk had previously contacted the website and she read their response to the member of the public.
Resolved: The clerk to recontact the website again to highlight the points raised by the member of the public.
He further raised that a person who had previously assisted him in undertaking Speedwatch campaigns can no longer do this. Two people are required to do this. He also reported that the noticeboard is in need of some restoration work. He would also like to see more wild flower planting within the parish. It was reported that a resident had mowed an area of verge ordinarily left by the contractor. He also provided some information about planning connected to Sycamore House.
24.7.6 District Councillor and local projects’ fund
The district councillor was not in attendance. The clerk had completed an application for the sum of £250 towards the purchase of flower boxes which had been successful and £250 had been forwarded to the parish council’s account.
24.7.7 Planning applications, planning sub-committee, appeals and enforcement
The clerk had contacted Peak District National Park Authority (PDNPA) Enforcement department regarding Sycamore House. Subsequent to this initial contact, the members reported that huge gate posts have now been erected in addition to the high wall. Suspicion surrounds the possibility of an alternative access being considered here from Parwich Lane (Porridge Lane).
Resolved: The clerk to make further contact with the Enforcement Team regarding this.

24.7.9 Telephone box
News and Views are doing articles about the telephone boxes in the local parishes involved with News and Views. Mrs Lovatt reported her wish to use the telephone box for a ‘book swap’; she would be supported by 3 other residents to ensure that regularly different themes could be achieved. Mrs Lovatt reported that the present covering over the telephone box door means that people can’t easily see inside. She suggested that for the idea to be of success, the covering from the door would have to be removed and the door returned to a painted door with Perspex sections.
Resolved: Of the 4 council members present, 3 supported the idea to remove the covering; one supported the idea if the covering removed could be placed inside the telephone box.
Resolved: The clerk to approach the 2 absentee councillors for their opinion to be received by the clerk within a week.
24.7.10 Website
A resident reported that issues with the website remain and that he had been blocked from making contact via this means. The clerk had complained to the provider and they had eventually sent the residents 2 previous attempts which she had forwarded to the members. The clerk provided details of their response and that they had now added some increased spam protection filters to the website and had set an alert whenever someone completes a form to check with the clerk regarding receipt.
Resolved: The clerk to make further contact with the provider and for other members of the council to attempt contact to see if they can achieve success.
24.7.11 Review of policies
These had been forwarded to members in advance of the meeting and sent to the website with a new review date, replacing previous copies.
24.7.12 Dog fouling and signs at the playground/playing field
Also see item 24.7.3 The clerk had made contact with the Chairman of Biggin Community Project ’97 and supported the idea for addition warning signs regarding dog fouling. He will investigate suitable signs.
Resolved: The clerk to make further contact to check progress.
24.7.13 Garden of Remembrance Wall
The clerk had placed an article in News and Views to raise awareness of the availability of the wall to place memorial plaques.
24.7.14 Highways, street lighting, flytipping, village sign, flower boxes/diversity, clearance of wood
Also see item 24.7.3 regarding the clearance of wood. Following the success of the application for funding from the Local Projects Fund (See item 24.7.6) , Mrs Lovatt reported that 2 wooden boxes would be purchased as recycled plastic boxes were significantly more expensive. A square planter is proposed to be placed near the Main Street bus shelter and a second, rectangular plant to be placed near the seat on Drury Lane. An approach had also been made to the primary school and the staff reported that the children will be pleased to be involved with the planting.
Resolved: Mrs Lovatt to contact the company to invoice the parish council for the cost of the 2 planters and to arrange delivery.
A road closure had taken place to enable some pot hole repairs to take place on Hardings Lane near Dampy’s Pinch and approach to Heathcote. The clerk had not been advised of the road closure to advise the council. Someone has put chatter in potholes at Bone Mill.
Resolved: the clerk to advise Derbyshire County Council to undertake a permanent repair at Bone Mill, Liffs Road and to request grass verge cutting at Harding Gap/B5054.
24.7.15 Articles for News and Views
Resolved: to place an article to raise the awareness of the need for one volunteer to enable further Speedwatch sessions to take place.
24.7.16 Correspondence, electronic communication and Biggin Community facebook
This had been forwarded to members in advance and included: DALC newsletters, DCC News, Rural Fund digest.
24.7.17 Items for the next agenda
Flower boxes, telephone box, electronic banking, the website, new council laptop external audit; additional items to be compiled by the clerk.24.7.18 Date of the next meeting Monday, 2nd September 2024. NB. The parish council does not meet in August.
