The Annual meeting of Hartington Nether Quarter Parish Council
was held on Monday, 06 June 2022 at 7.30pm
in Biggin Village Hall.
Present: J Coles (Acting Chair Person), S Griffiths, D Currington, S McCurrach, M Heathcote and the clerk, S Hampson. There were no members of the public in attendance for part of the meeting.
Part 1 non-confidential information
22.6.1 Apologies
Apologies had been received in advance of the meeting from Mr P Tapping.
22.6.2 Minutes of the previous ordinary meeting
The minutes of the previous meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting.
Resolved: To accept the minutes as a true record of proceedings. Mrs Coles, Vice Chair Person (Acting Chair person), duly signed the minutes as a true copy of proceedings (Prop DC, sec MH).
22.6.3 Matters arising and pre-meeting
There were no matters arising.
22.6.4 Public Speaking Procedures Document
The document was available.

22.6,6 PCSO update
The PCSO was not in attendance.
22.6.7 Planning applications, planning sub-committee and appeals
A previous application for The Old Scrap Yard on the A515 for a change of use of land erection of a building for Class E purposes (previously with class B1) had been considered by planning committee following the annual parish council meeting in May. Mr Tapping had advised that this proposal had been granted but subject to complete landscape screening. Official confirmation of this had not yet been received by the clerk.
22.6.8 Phone box
The jubilee design panels and the historic photographs panel had been attached to the telephone box now owned by the parish council. A few mixed comments had been received regarding the location of the panels but these may be from people who do not know the rationale behind the positioning of graphic panels which will allow visibility from within the telephone box. The pictures could not be fixed to the glass side. Relocating the panels now would prove difficult due to the very difficult drilling which had to take place. The panels can remain on the telephone box until an alternative theme is considered in the future but the present lifetime of the panels should exceed two years. The members present were very pleased with the outcome.
The light inside the telephone box now works but unfortunately, would have to be permanently on which is not appropriate. Members discussed the possible use of battery-operated lighting using a sensor for when a person enters the telephone box.
With thanks to the owner of the land to the rear of the telephone box, the coping stones have been removed from their boundary wall to make the images more visible. A cork board has been installed inside accommodating some information sheets. Members were grateful to the interesting and factual information provided by a resident. Members also appreciated the efforts of local residents regarding some of the paint works.
22.6.9 Queen’s Jubilee
A variety of events had taken place over the four days marking the platinum jubilee and were well attended. It was reported that the primary aged children’s fancy dress was not very well attended but school had not been contacted by the jubilee committee in advance of the school holiday to inform parents. In general, other events were well attended and the activities enjoyed. It was acknowledged that there had been a tremendous community effort.
Mr Tapping had forwarded an electronic communication, with a request for the parish council to meet the cost of refreshments provided at a jubilee event held on Friday. This had not been received prior to the event and the cost was not to hand at the time of the meeting. Mrs Currington advised that receipts would not be available for consideration until the July meeting.
Resolved: The clerk to submit receipts to Derbyshire Dales District Council (DDDC), if requested, in support of the jubilee grant completed to cover the cost of the telephone box transformation and previously agreed hire costs of the village hall for some celebrations. Any surplus grant money will contribute towards the refreshment costs referred to above.
22.6.10 Grit boxes including new grit box on Main Street
The clerk had sent a number of enquiries to Derbyshire County Council (DCC) for updates on a number of outstanding requests, including grit refills and the installation of a new grit box. Following involvement of the County Councillor, some responses had been received.
Resolved: To place the item on the next agenda.
22.6.11 Website
There was no further update on the website.
Resolved: to forward a few appropriate images of the Jubilee telephone box and the church cascade of flowers to the website.
22.6.12 War Memorial Tree
There was no update on the dying tree at the War Memorial. The clerk asked if the trees were a direct representation of the number of parish people who had died in the wars.
22.6.13 Parish Council bank account
Members discussed the need to increase the number of signatories.
Resolved: To meet with Mrs Coles in the summer to increase the number of signatories from those members who intend to stand again at the next election and to also investigate a change of banking provider.
22.6.14 Covid Memorial
Mr Tapping had advised, in advance of the meeting that unfortunately, due to Jubilee commitments that this matter had not progressed. Members spent time considering the wording for a suitable plaque to be fixed on to the Garden of Remembrance wall.
Resolved: The wording was finalised. The clerk to search for a suitable plaque of an appropriate size to fix to the Garden of Remembrance wall.
Resolved: to place the matter on future agendas.

22.6.16 Review of some policies
Policies had been forwarded to members to consider for review.
Resolved: To retain the same policy content within, for another 12 months: Handling of Complaints, Powers and Duties, Privacy, Vexatious and Repeated Requests. Accessibility Statement.
Resolved: To accept the Financial Regulations, with the provision to make any necessary amendments which may arise from any changes to the parish council’s bank account.
22.6.17 Articles for News and Views
Mr Tapping reported, in advance of the meeting, a discussion he had had regarding the format of the News and Views which included equal space, snappier format and shorter in length. Members discussed articles for the next edition.
Resolved: Mrs Coles to send a report on the jubilee events and the telephone box.
22.6.18 Highways, street lighting, fly tipping
Following a series of complaints made by the clerk for a lack of response to series of requests, a number of responses had eventually been received.
DCC sincerely apologised for the time it had taken to respond to your enquiry regarding getting the 30mph signs replaced as you enter the village of Biggin (ref 82016357). A job was created to replace the signs and has an estimated completion date for a couple of weeks’ time but this date could be subject to change, however they will be replaced as soon as possible.
DCC also stated, as the Highway Authority, has a programme of Highway inspections based upon the hierarchy of the road. Dampy’s pinch, Biggin, was inspected on 12 April 22 and the highways inspector assessed the road to identify any defects meeting the criteria for a reactive repair as defined in the current DCC inspection policy. (i.e issues that met certain criteria in their Policy that required a safety repair). However, no defects were found meeting the criteria for repair.
In relation to the general condition of Dampy’s pinch, Biggin (ref 35993231), any larger planned works or suggestions to resurface the road will need to be fed into the countywide prioritised analysis process, using asset management principles. Following this annual analysis, the forward Capital works programme is produced.
The Highways Service presents an annual forward capital programme for highway schemes. This forward programme looks to invest our projected available capital monies in the areas of most need throughout the county and is informed by asset management methodologies and asset condition data, and with over 3500 miles of road network is a real challenge and we are unable to satisfy all expectations.
We would like to stress however, that the schemes contained within our forward programme are indicative and may be subject to change based on future priorities/network needs being identified. The ratification/approval of the named schemes in future years will be subject to DCC Cabinet approval in the relevant financial years.
Mr Heathcote reported further cases of flytipping at Heathcote, to the left hand side of Hartshead Quarry. The new flytipping advisory sign will be erected once a digger can be obtained.
Resolved: the clerk to report the new cases of flytipping to DDDC.
22.6.19 Correspondence, electronic communication, Biggin Community Facebook
The clerk had forwarded this to members in advance of the meeting and items not already covered by the agenda included:
Rural Bulletins, Derbyshire Police Cyber Awareness courses available on line, Law and Good Practice training, PDNPA Local Plan Review, anti-social behaviour prevention grant funding, DCC news, public rights of way minor maintenance agreement.
