June 2023: Minutes

The Annual meeting of Hartington Nether Quarter Parish Council
was held on Monday, 5th June 2023 at 7.30pm
in Biggin Village Hall.

Present:  J Coles, D Currington, M Heathcote, S Lovatt and the clerk, S Hampson.  There were 2 members of the public in attendance for part of the meeting.

Part 1 non-confidential information

23.6.1 Apologies
There were no apologies from existing members of the parish council.

23.6.2 Casual vacancies and co-option
There had been two valid expressions of interest in the three casual vacancies, following the recent elections.

Resolved:  Mrs S Lovatt and Mr S Fletcher were co-opted as members of the parish council.

Resolved:  to advertise the one remaining vacancy again.

23.6.3 Declaration of acceptance of office of new councillors
Mrs Lovatt completed the Declaration of Acceptance of Office before the Proper Officer, Mrs Hampson together with the Register of Interest document.

23.6.4 Minutes of the previous meeting
The minutes of the previous ordinary meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting.

Resolved:  To accept the minutes as a true record of proceedings.  Mrs Coles duly signed the minutes as a true copy of proceedings.

23.6.5 Matters arising and pre-meeting
Items were covered by the agenda.

23.6.6 Public Speaking Procedures Document
The document was available in the meeting; however, the 2 members of the public in attendance were both familiar with proceedings.

23.6.7 Public speaking
A former councillor was present and advised that he would be prepared to undertake further Speedwatch trials but would need to register in advance of the events; he would also have to collect the device and other items.  The speed of some vehicles remains a concern in the vicinity of the primary school as there is only one sign advertising the location of the school.

Resolved:  To support some further use of Speedwatch trials in the village.

Resolved:  The clerk to request an additional warning sign, identifying the location of the primary school, to raise awareness to motorists.

The other member of the public in attendance raised awareness of Biggin Social Group creating a parish map (in connection of the 175th anniversary of the parish of Hartington Nether Quarter).  The location of the map has not yet been decided.  A paid professional talk had taken place on the subject.  The map may be made of mixed media.  The clerk suggested the possibility of requesting some funding from the District Councillor’s Local Project Fund towards the production of a map.  The clerk may need to complete the application form.

On a separate matter, the lady advised that there is no longer a Parochial Church Council in Biggin.  Church services will be affected.  It is hoped, however, that the winding of the church clock will continue to take place; the parish council has previously met the cost of the service of the clock.  The parish council gave thanks to the previous work of the parochial church council.

23.6.8 Planning applications, planning sub-committee, appeals and enforcement
Enforcement officers at Peak District National Park Authority (PDNPA) had been contacted regarding works at Sycamore House and photographs had been requested.

Resolved:  Mrs Hampson to forward photographs taken by Mrs Coles.

New proposals had been received for Yew Tree Cottage and the Ivy House.  Members needed further time to consider the proposals at Yew Tree Cottage.  Members felt unable to comment on the proposals at the Ivy House due to the level of demolition which has already taken place and the stone now being used does not match that of the original listed barns.  The style of rebuilding also does not match the original.  Members also expressed concerns regarding the number of cars which may no be exiting this area onto a busy section of the A515.

Resolved:  The clerk to report the above information regarding the proposal at the Ivy House.

23.6.9Telephone box
An invoice is still awaited form the professional person involved with the production of the new signs for the former telephone box.  The replacement Perspex has now been fitted.

Resolved:  Members of the parish council will now become involved with different aspects of contents for the telephone box.

23.6.10 Parish Council bank account
Resolved:  Mrs Coles will undertake the necessary work to enable the new councillors to become authorised signatories.

23.6.11 Defibrillator and CPR training
Mrs Coles advised that she had now received alternative dates from the village hall committee and will approach the training provider to confirm a date in September/October 2023.  The clerk had contacted the local first responders regarding the future checking of the defibrillator.

23.6.12 Review of policies
Resolved:  the clerk to check the policies and add in new review dates.

23.6.13 Covid Memorial Plaque Ceremony
Members discussed an appropriate date to commemorate the plaque.

Resolved:  The clerk to contact the vicar once supplied with her contact details.

23.6.14 Items of account, salaries and HMRC, mowing contract

23.6.15 Articles for News and Views
Commemoration of the Covid memorial plaque, speedwatch and CPR training.

23.6 16 Highways, street lighting, fly tipping
There was still no response to the clerk’s report on movement of the village sign on Drury Lane nor the damage to the wall and give way sign at Dampy’s Pinch.  Members considered the lack of traffic regulation at the junction now to be a possible police matter.

Resolved:  the clerk to contact the local PCSO regarding the give way sign.

23.6.17 Correspondence, electronic communication and community facebook
This had been forwarded to members in advance and included:  DALC newsletters, DCC News, Rural Bulletins.  Nomination forms had also been received for parish member appointment to the PDNPA. 

Resolved:  Existing members did not wish to complete the nomination form.

23.6.18 Items for the next agenda
Co-option – a further notice will be compiled, policies, phone box, bank account, defibrillator, CPR training event, village sign, Covid Plaque ceremony.  Additional items to be compiled by the clerk.

23.6.19 Date of the next meeting
