A Meeting of Hartington Nether Quarter Parish Council was held on Monday, 1st June 2026 at 7.30pm, in Biggin Village Hall.

Present: D Currington, S Lovatt, W Andrews, M Heathcote, S Rogers and the clerk, S Hampson. There were no members of the public in attendance.

Part 1 non-confidential information

26.6.1 Apologies and attendance register
Apologies had been received from Mr S Fletcher.

26.6.2 Minutes of the previous meeting
Resolved: To accept the previous minutes as a true record of proceedings. These were duly signed by Mrs Currington

26.6.3 Matters arising and pre-meeting
Items were covered by the agenda.

26.6.4 Public Speaking Procedures Document
The document was available in the meeting.

26.6.5 Public speaking
There were no members of the public in attendance.

26.6.6 District Councillor
The District Councillor was not in attendance.

26.6.7 Update on affordable homes
The clerk had again liaised with Derbyshire Dales District Council (DDDC). The officer had liaised with the developer regarding the Section 106 agreement. The parish council members await with interest, the advertising of these properties to comply with this agreement.

Resolved: to contact DDDC to request that the parish council be kept informed of the advertisements.

26.6.8 Heathcote Mere and other works
Mr Heathcote had not been made aware of any further progress. Weed can be seen on the surface of the mere.

26.6.9 Memorial planter and rose
Mrs Lovatt advised the memorial planter was in hand and will advise when the planter is ready. Mrs Currington had liaised with Mrs Coles’ family and a suitable coloured rose will be selected. The wording for the memorial plaque will be discussed with the family.

26.6.10 Church clock
The church clock has been serviced and some repair work undertaken. The invoice has also been received.

Resolved: households will be advised of a future church meeting, scheduled for 1st July.

26.6.11 Standing orders
The latest version of the standing orders and financial regulations had only been received on the afternoon of 1st June.

Resolved: the clerk to commence work on these and defer to a future meeting.

26.6.12 Financial regulations
Resolved: As above.

26.4.13 Review of Policies
The clerk had requested a model Data Protection Policy, but this had not been received in time for the meeting. All other existing policies had been reviewed and will stand for a further 12 months without alteration.

26.6.14 New cemetery fees.
These were not on DDDC’s website, only the 2025-26 fees. The clerk and cemetery superintendent had contacted DDDC for the 2026-27 fees.

Resolved: once received, the clerk/cemetery superintendent will prepare the new fees for the parish council and put these in force.

26.6.15 Planning applications, planning sub-committee, appeals and enforcement
There was one new application to consider at Birdsgrove. The planning application was considered by members.

Resolved: the members had no objections to the proposal. The clerk to submit comments received from the members.

26.6.17 Tree preservation order
Following the clerk’s request for consideration of a tree preservation order on the yew tree at Yew Tree Cottage, a tree officer from Peak District National Park Authority (PDNPA) had visited Biggin and identified further trees for consideration.

Mrs Andrews had contacted PDNPA regarding the problematic ash trees on Parwich Lane. She reported that Parwich Lane is classed as an unadopted public footpath. The frontages of each property have a responsibility for associated dangerous trees.

26.6.18 Highways, street lighting, flytipping, grit bin monitoring
It was reported that a road sign left behind by Derbyshire County Council (DCC) had been found in the road in the vicinity of Main Street/Hardings Lane/Dampy’s pinch. In addition, the area known locally as Wash Mere corner, near Friden, has become overgrown with some vegetation affecting motorists’ visibility. The clerk had contacted DCC via their report-it system to advise of inadequate signage for the playground and to request assessment for additional signs FS Case 842770090.

Resolved: the clerk to report Street light numbers 124463 and 103574 as faulty.

26.6.19 Articles for News and Views
Resolved: to place an article reporting the casual vacancy has been filled; some tree surgery works will take place shortly and to request that people pick up after their dogs.

26.6.20 Correspondence, electronic communication and Biggin Community facebook
Details had been forwarded to members in advance and some items were already covered by agenda items. Other items included: Citizens Advice Bureau report and library routes.

26.6.21 Items for the next agenda
Items to include: data protection policy, affordable houses, tree surgery, tree preservation order. Additional items to be compiled by the clerk.

26.6.22 Date of the next meeting
The next meeting will be Monday, 6th July 2026 at 7 pm
