A meeting of Hartington Nether Quarter Parish Council
was held on Monday, 01 November 2021 at 7.30pm
in Biggin Village Hall.

Present: P Tapping, J Coles, D Currington, S McCurrach and the clerk, S Hampson. There was one member of the public in attendance for part of the proceedings.

Part 1 non-confidential information

21.11.1 Apologies
Apologies had been received in advance of the meeting from S Griffiths. M Heathcote was not in attendance.

21.11.2 Minutes of the previous meeting
The minutes of the previous meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting.

Resolved: To accept the minutes as a true record of proceedings, clarifying that the reference to the panels for the telephone box as these will last for a considerable period of time. (Prop DC, Sec JC).

21.11.3 Matters arising and pre-meeting
The clerk had reported the hazardous collection of water on Drury Lane to Derbyshire County Council (DCC) after a resident had contacted the chairman and also requested that a more permanent solution be found to the repeated occurrence. It was also reported that flooding had occurred again at Dale End, Hardings Lane. A motorist and cyclist had encountered difficulties here. Mr Tapping reported that the resident most affected at this location is in constant contact with DCC during periods of flooding. Flooding issues were resolved at this location several years ago but this seems no longer to be effective.

The clerk had reported a street light fault after the last meeting which has now been fixed. Other street light faults were identified together with two lights which are still sodium lights rather than LED.

Resolved: The clerk to request that all remaining street lights in Biggin be converted to LED and to advise DCC of the faults requiring repair.

21.11.4 Public Speaking Procedures Document
The member of the public in attendance was aware of the procedural document.

21.11.5 Public speaking
The member of the public attended to share her wealth of knowledge of the parish history and had prepared some historical texts. She also has a substantial quantity of photographs which could be incorporated into the graphical coverage of the adopted telephone box once a theme has been established. A lengthy discussion took place around which kind of photographs to consider, such as buildings, historic material etc. The available area to be covered on the phone box was also extensively discussed to ensure adequate safe natural light would remain for health and safety reasons as there is no longer an electricity supply to the phone box. Mrs Coles advised that the designer would be buying the panels especially for the bespoke conversion.

Resolved: The member of the public to continue to be involved with the project.
Resolved: To continue to discuss the matter at future meetings to ensure an appropriate design is created in a timely manner, prior to the Queen’s Jubilee.

21.11.6 Planning applications, planning sub-committee
There were no new planning applications to consider at the meeting.

Mr Griffiths had asked Mr Tapping, in advance of the meeting, to raise the issue of delays in completion of works on some planning proposals which have been granted. Members agreed that it is not the parish council’s remit to become involved in expediting completion of constructions. The Peak District National Park Authority (PDNPA) is the planning authority connected to the conditions of planning. A resident from another parish had visited Mr Tapping regarding planning consent at a Heathcote property which has subsequently been sold to another. Mr Tapping had advised that he would look at the planning conditions attached to this property.

21.11.7 Wild flower verges
Members discussed the merits of having some raised flower beds; responsibility for their maintenance and suitable placement areas. Members acknowledged that there will be purchase costs and future maintenance cost implications plus some additional time for the mowing contractor to strim around the planters.

Quantity of planters and the visual impact of the planters was also referred to. The appearance of some wild flowers and grasses may not necessarily be desirable and could possibly look unattractive to some, especially over time. Members also made reference to the successful and long established wild flower meadows already within the village. It was thought likely that the primary school could become involved but somewhat unlikely that many residents would. Perhaps local businesses could sponsor a planter?

The members also on the village hall committee provided some information about planting lavender in the stone planter near the entrance which would be attractive and encourage bees and pollinating insects but acknowledged that lavender is not a native wild plant to the village.

Resolved: Mr Tapping to approach the ecologist and the resident originally raising the issue and to report back to members in December.

21.11.8 Phone box
Please see the items raised during public speaking. Mr Tapping was able to show some images of the village phone box to aid with visualisation of the location of some of the photographs. Sketches will need to be drawn. The clerk provided the resident present at the meeting with her email address to enable material to be exchanged.

Resolved: to consider adding a history section on the parish council’s website.

21.11.9 War memorial
The monumental masons had completed the regilding of the lettering on the War Memorial but unfortunately, it had been reported in advance of the meeting, that some of letters were immediately degrading. The clerk had recontacted the masons concerned, in advance of the meeting, to revisit the War Memorial prior to Remembrance Day proceedings.

21.11.10 Dog fouling
Mr Tapping had not put up new dog fouling notices after the October meeting due tree works taking place in the church yard. These will be attended to shortly.

21.11.11 Cemetery waste bin
Resolved
: Mr Tapping to find out exactly which bins are in the parish council cemetery to enable the clerk to clarify with Derbyshire Dales District Council (DDDC) to ensure correct billing.

21.11.12 Flytipping and litter picking
Mr Heathcote had reported to the clerk that the flytipped asbestos had been removed from Heathcote. Mrs Coles had obtained a quote and illustration for a sign to be placed at the location of the repeated flytipping at Heathcote advising that the area is now being monitored.

Resolved: to proceed with the order for the advisory sign.

21.11.13 Rememberance Day
The road closure documentation had been received just after the October meeting and given to Mr Tapping for display.

Resolved: to reimburse expenses incurred for refreshments.
Resolved: Mr Tapping to lay the poppy wreath at the War Memorial on behalf of the parish council.

21.11.14 Queen’s Jubilee
As previously minuted, the parish council will meet some of the hire costs of the village hall for community events.

Resolved: to periodically place the matter on future agendas.

21.11.15 Stile and Bench
The clerk had contacted PDNPA and DCC following the last meeting regarding a resident’s communications about the stile at the rear of Club Cottages and the consideration of bench near the Tissington Trail bridge. The Ranger Service had visited the stile and reported that it could be problematic to place a gate here. The ranger had referred the matter to her line manager.

DCC had forwarded details on placing an object/amenity in the highway licence in respect of the bench enquiry near the bridge. The buttress part of the bridge is in some disrepair at present.

Resolved: The clerk to contact PDNPA regarding a bench/seat near the buttress of the bridge which needs to be repaired.

21.11.16 Land Registry considerations
The clerk had made preliminary enquiries with Land Registry regarding parcels of land managed by the parish council and had received a reference number.

Resolved: to look into areas for possible registration over time.

21.11.17 Christmas Tree
Mr Tapping advised that he had sourced the Christmas tree for the village.

21.11.18 Grit boxes
Members had been asked to check existing stocks of grit prior to the onset of winter. Last year’s snow warden had not been contacted by DCC in 2021. A damaged wheeled bin lies adjacent to the grit bin at Greenhead Crescent.

Resolved: Members to advise the clerk about grit stocks after the meeting.

21.11.19 Articles for News and Views
The next edition is not yet due; therefore, no articles were discussed.

21.11.21 Correspondence, electronic communication, Biggin Community Facebook
Included: DCC news, Snow Warden scheme, DDDC Bins update, affordable housing scheme in Parwich, allotment provision in Derbyshire Dales areas, parishes day notes, street light 124463 will be repaired within 28 days of 18th October, Citizens Advice Bureau report, Rural Bulletins, DCC overgrown vegetation response, Community Safety Survey. Mr Tapping had received a map of mowing areas undertaken by the outside agencies.

21.11.22 Items for the next agenda
Phone box, disposal of mowing equipment/assets, cemetery waste bin, budget for 2022/23 precept. Additional items to be compiled by the clerk.

21.11.24 Parish Council Mowing Equipment
The deadline for submission of bids for the disposal of the parish council’s mowing equipment had been reached at the time of the parish council meeting but unfortunately, no bids had been received.

Resolved: to place the matter on the next agenda.
