The Annual meeting of Hartington Nether Quarter Parish Council
was held on Monday, 07 November 2022 at 7.30pm
in Biggin Village Hall.
Present: P Tapping, J Coles, S Griffiths, D Currington, and the clerk, S Hampson. There were no members of the public in attendance.
Part 1 non-confidential information
22.11.1 Apologies
Apologies had been received from M Heathcote and S McCurrach in advance of the meeting from
22.11.2 Minutes of the previous ordinary meeting
The minutes of the previous meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting.
Resolved: To accept the minutes as a true record of proceedings. Mr Tapping duly signed the minutes as a true copy of proceedings (Prop JC, sec SG).
22.11.3 Matters arising and pre-meeting
Items were covered by the agenda.
22.11.4 Public Speaking Procedures Document
The document was available in the meeting.
22.11.5 Public speaking
There were no members of the public in attendance.
22.11.6 Heathcote Mere
Two of the grant applications completed by the clerk had now been successful and £900 had been received towards the cost of the Heathcote Mere clearance project. The clerk had completed and submitted another grant submission to Peak District National Park Authority (PDNPA). An acknowledgement had been received but suggesting that detailed management plans be drawn up for their Natural Environment department. It was reported that the ducks are beginning to return to the mere which is very pleasing.
Resolved: the clerk to contact PDNPA for consideration for retrospective grant monies in view of the task being complete.
22.11.7 Planning applications, planning sub-committee and appeals
New applications had been received for:
- NP/DDD/0722/0918The Homestead for the conversion of the depot shed to holiday accommodation
- NP/DD/0722/0932 The coal yard for a holiday let
- NP/DDD/1022/1261 Stanleyville to convert the garage into accommodation;
- NP/DDD/1022/1270 Birdsgrove double detached garage
Planning comments:
The Homestead. Members would prefer to see affordable homes/permanent homes rather than holiday homes. The use of the name The Homestead has previously been discussed and remains and issue as there is already property on the same street with the same name. Members also queried whether a financial viability study should take place due to the increasing number of applications for holiday accommodation in the village. Encouraging a tourist village could impact on the life of the village as a whole. Members did think, however, that the conversion would be more attractive.
The Coal Yard. Members noted that PDNPA should be made aware that the walled area in front of the barn already exists and converting land is being converted to personal use with this application. There is enough space for visitors to park and the area could be landscaped. Visibility issues from Porridge/Parwich Lane were referred to as two incidents have occurred at this location in the past. Issues surrounding holiday lets and the infrastructure of the village remain.
Birdsgrove. Mr Tapping provided a history of a number of past applications at this property. The proposed substantial double garage will be a distance from the house.
Stanleyville. The garage conversion to additional accommodation will not involve any additional footprint to this property.
Resolved: to support the applications at Stanleyville, Birdsgrove and the Coal Yard, summarising the above comments.
Resolved: to object to the application at the Homestead based on the above discussion.
22.11.8 Phone box
Due to personal reasons, Mrs Coles had been unable to progress this item. It was reported that comments have been received regarding the location of some of the graphics and whether they could be moved to a different side of the phone. Mrs Coles advised that the graphics were pixilated in specific areas for visibility and the screw fixings also specific. In view of these facts, it would not be sensible to attempt to change the location of the graphics from their present position. Mrs Currington suggested the use of a solar light for improved interior visibility. Mr Tapping reported finding some historic Jubilee footage which may be of future use within the phone box.
Resolved: to place the item on the next agenda.
22.11.9 Website
The clerk had received some unusual email activity and therefore, had not provided her email address to the website. This will take place shortly.
22.11.10 War Memorial trees
Mr Tapping had viewed the War Memorial trees prior to Remembrance Day and had taken some minor remedial work with the assistance of a resident. Mrs McCurrach had tidied up the War Memorial area and her husband had placed the temporary road closure signs. Mrs Currington will provide assistance with the refreshments and advise Mrs McCurrach. The clerk provided the wreath to be placed by Mr Tapping.
22.11.11 Parish Council bank account
Members had not been able to meet before the parish council meeting to discuss the changes to the signatories on the bank account; however, Mrs Coles had visited the bank’s website.
Resolved: Additional signatories to be added, commencing with Mrs Currington.
22.11.12 Covid Memorial Plaque
Mr Tapping had measured the existing plaque on the Garden of Remembrance wall and had forwarded details of the size to the clerk to enable her to recontact the companies; however, the size of this plaque was also quite small. Two companies had been contacted regarding bronze plaques with raised lettering.
22.11.13 Remembrance Day
The clerk had submitted a request for a road closure from 2.30-3.00 pm at the War Memorial on Remembrance Day and road closure posters had been delivered. One had been publicised on the parish council’s noticeboard and others provided to a member of the church. The clerk had arranged for a wreath through the British Legion and she had collected this.
Resolved: To reimburse Mrs McCurrach for refreshment items purchased and Mrs Currington to assist on the day.

22.11.14 CPR Training
Mrs Coles provided an update on this including the cost of £400 to train 12 people.
Resolved: Mr Tapping to check availability of the village hall, book the date and advise members.
22.11.15 Christmas tree
Mr Tapping provided an update.

22.11.17 Articles for News and Views
Mrs Coles had submitted articles on Heathcote Mere’s clearance; Remembrance Day, Covid memorial plaque, the phone box (also inviting contributions and ideas for the phone box).
Resolved: The next submission will be discussed at the next meeting.
22.11.18 Highways, street lighting, fly tipping
Mrs Currington reported that finally, the faulty street light near the church corner has been repaired and is now working. The old style lamp remains; it is working.
The No Flytipping Sign had been erected prior to the meeting by Mr Heathcote and a contractor.
As detailed in previous minutes, the clerk had reported Dampy’s Pinch a number of times with DCC’s response being there are no actionable defects at this location. The clerk had requested what actually constitutes an actionable defect including dimensions and requested that the area receive attention. DCC reference 473774563
Back Lane is an adopted road which is turning into a farm track. Potholes are developing at Dale Head (ref 463781721). These two items were also reported.
Mrs Currington reported some issues with the speed of the 442 bus on Drury Lane.
22.11.19 Correspondence, electronic communication, Biggin Community Facebook
This had been sent out to all members in advance of the meeting and included:
DCC household support, parish and town council forums, warm spaces initiative, mobile library, DCC news, Peaks Tours 23, community news, LANTRA tree survey course, traffic regulation order, DCC adult care strategy, Your council Your voice 22, outdoor firm supporting PDNPA, free training and webinars, Citizen Advice Bureau 6 month report.
Mr Tapping provided some information about the Warm Spaces initiative connected to the village hall however, not all requirements can be met.
22.10.19 Items for the next agenda
Precept, Phone box, covid memorial plaque, bank account, CPR training, Christmas tree. Additional items to be compiled by the clerk.
