A meeting of Hartington Nether Quarter Parish Council
was held on Monday, 7th October 2019 at 7.30pm
in Biggin Village Hall

Present:  J Coles, D Currington, S McCurrach, S Griffiths, P Tapping, S Griffiths and the clerk, S Hampson.  There was one member of the public in attendance for part of the meeting.

Part 1 non-confidential information

19.10.1 Apologies
There were no apologies

19.10.2 Declaration of personal/prejudicial interest of councillors
There was no need, by any member present, to declare an interest in any of the agenda items.

19.10.3 Minutes of the previous meeting
The minutes of the previous meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website in advance of the meeting.

Resolved:  To accept the minutes as a true record of proceedings (Prop: JC, Sec: PT) acknowledging a typo for acceptance of the previous minutes by SG and not SC as stated.

19.10.4 Matters arising from pre-meeting
Mrs Coles reported that the weeds in the Pinfold have now been addressed.  Mrs Currington reported that the replacement tree adjacent to the Pinfold thought to have been killed by strimming is making a recovery.  A protective guard is needed.  It was also reported that the grounds person is not wearing his personal protective equipment (PPE) in the course of his duties.

Resolved:  The clerk to contact the grounds person regarding wearing the PPE provided by the parish council.

The picture framer had met with some of the members of the parish council immediately prior to the meeting to look at the original artwork prepared for the Heathcote Mere project.  This was to enable the framer to view the village hall surroundings and offer advice on most suitable type of frame.

19.10.5 Public speaking procedures document
The member of the public in attendance was provided with this procedural document.  She did not wish to speak.

19.10.6 Public speaking
The picture frame showed members examples of appropriate frames suitable to frame the original artwork painted for the preparation of the interpretation panel for the Heathcote Mere plinth.  The framer advised that an acid free mount will be used and acrylic rather than glass in the frame in case of accidental damage.  Brass mirror plates will be used to fix the painting to the wall.  Members selected an appropriate brown frame which will be ready in approximately two weeks’ time.

19.10.7 PCSO update
Following very short notice, The Police Commissioner had recently visited Biggin and some members of the parish council had attempted to attend this event but the advised time of this event had not been adhered to.  Leaflets had been left at the public house.  Members discussed inviting the commissioner to a future parish council meeting but thought there would be insufficient time to discuss rural crime issues in depth. Some of the residents have reported a lack of confidence in some recent policing following an attempted theft from a van.  A taxi has been enquiring about addresses of empty properties and a vehicle has been ‘crawling’ through the village. A white Caddy van has also been seen regularly in the village.  Another resident had enquired about altering the part night street lighting scheme to have lights on longer into the night but this is a Derbyshire County Council (DCC) initiative which the parish council cannot change.

Members considered inviting the commissioner to a public meeting in the village hall which could be attended by all the parishioners.

Resolved:  The clerk to invite the commissioner to attend a future public meeting.

Members discussed the past excellent service from a female PCO.  Some years on from this, a succession of PCSOs have had some limited involvement with the parish and parish council but continue to move areas.  Mr Tapping reported that a new female PCSO based at Ashbourne will become the latest PCSO attached to the area and will liaise with Mr Tapping regarding the Speedwatch campaign.

19.10.8 Heathcote Mere, interpretation panel, plinth and transportation of stone, original artwork.
The clerk had contacted the contractor who had collected and transported the stone to Heathcote mere with regards to inverting it and concreting it in place. A quote for the additional work had been received in time for the meeting.   Due to the cost involved, members considered an additional quote should be sought.

Resolved:  to discuss the figure of the quote as a confidential matter at the end of the meeting.

The clerk had submitted to the sign company, the photographs of the damage to the second interpretation panel.  The company acknowledged the damage and had asked what reduction in cost would be acceptable.  This email had been forwarded to members in advance of the meeting for consideration

The clerk had contacted the picture framer regarding framing the original artwork and a meeting had taken place in the village hall prior to the parish council meeting (see public speaking and matters arising from pre-meeting).

Resolved:  To approach another contractor for a quote to invert Heathcote Mere stone.

Resolved:  To contact the sign company and request that another perfect panel be forwarded free of charge.

19.10.9 Remembrance Day Service and vicar
The clerk had contacted the Derbyshire Association of Local Councils (DALC) for advice regarding the request for the parish council to meet or partially meet the funding of a vicar to undertake the Remembrance Day Service.  As suspected, it is not possible for a parish council to provide funding where an organisation such as the church could fund this.

Members had been advised that a vicar has been found who will conduct the service free of charge with collection monies being donated to the Royal British Legion.  The service will take place at 2.00 pm on 10th November, with a gathering at the War Memorial around 2.30-3.15 pm.

Resolved:  Although late, the clerk will seek a road closure from Derbyshire Dales District Council (DDDC).  Mrs McCurrach will assist with the provision of refreshments supported by Mr Griffiths and any other available member of the parish council.  Mrs McCurrach to be reimbursed for refreshment expenses.

19.10.10 Frequency of meetings
Mr Tapping had requested this item to be placed on the agenda.  He stated that the parish council does not have to meet 10 times each year which members and the clerk are aware of.  Mrs Coles pointed out that the parish council meetings have always been quorate and it has been rare that all six members can not always attend.  She further added that matters can move slowly when other agencies are involved and meeting less frequently may not help.  All other members preferred to continue holding 10 meetings per year.  The clerk also had no issues with the frequency of meetings.

Resolved:  To continue holding 10 parish council meetings per year.

19.10.11 Tree Surgery
The clerk had contacted another tree surgeon regarding the trees at the War Memorial and on Drury Lane to enable a comparison to be made.  The second quote had been received this was in the sum of £380 in comparison to the previous quote of £600.  The second quote was considered a professional quote.

Resolved:  to accept the lowest quote on this occasion and the clerk to advise both tree surgeons of the council’s decision.

19.10.12 Highway issues and Porridge Lane
Members of the parish council had received some complaints regarding some vehicles leaving Porridge Lane in an inappropriate manner and speed.  Mrs Coles reported a recent traffic incident which had resulted in a car hitting a wall at the bottom of Porridge Lane after a lady had missed the turning to the caravan site on Porridge Lane.  Mrs Coles expressed concern that there is a lack of signage to the lane and there is a stile from the playground leading on to Porridge Lane.  Members were not aware of responsibilities for the upkeep of the lane from the occupiers of properties on the lane.  It was suspected that the lane is unadopted.  It may be necessary to seek clarification of responsibilities for the lane from the property owners.

Resolved:  to contact DCC to assess and review the need for signage to the lane and to clarify the status of the lane and possible responsibilities for its upkeep.

19.10.13 Gateway entrance signs
Members had carried out further measurements on the pavement areas on Main Street. These were compared to the dimensions of commercial gateway type signs. The clerk had contacted DCC regarding traffic signs within the village and alternative village name signs.  DCC had advised the clerk that the Highways Inspector had issued a job reference to install 4 new 30 mph signs, 4 new 60 mph derestriction signs and 2 new posts at both end of the village prior to 24th December.  Members were pleased that these signs will be replaced. Information regarding alternative village signs possibly supplied by DCC had not been received in time for the meeting.

Members remain concerned that during periods of heavy snow fall, gateway type signs would be hidden and may become damaged.  Members are also mindful of other areas, other than Biggin, which make up the parish where gateway type signs could be requested.

The primary school would like to become involved with the parish council regarding some of their projects.

19.10.14 Village Christmas Tree
Mr Tapping had still to obtain details and costings about Christmas lights.  The clerk had awaited these costs to submit an application for a grant from the District Councillor. Mrs Currington reported that the District Councillor had been approached by another parish for grant funding.

Resolved:  Mr Tapping to make enquires about the lights and advise the clerk to enable lights to be purchased.

Resolved:  The clerk to pursue District Councillor grant application towards lights and tree if funding is still available.

19.10.15 Items of account, salaries, grounds person, HMRC

The grounds person had forwarded original receipts for reimbursement, as requested after the last meeting.

19.10.16 Planning applications, planning sub-committee and appeals
New planning applications had been received for variation of conditions at Newhaven Holiday Park and an extension at Aspindle House.  Plans had been granted for Dale Head, Biggin; 1 Club Cottage, Biggin, Bank Top Cottage, Main Road.  Plans for a caravan site at the Jug and Glass had been refused.  It was reported that another application will shortly be submitted for Sycamore House.  Members were surprised that the application at Dale Head had been granted following their concerns over aspects of this proposal.

Resolved:  to support the applications at Aspindle House, Heathcote and Newhaven Caravan Park.

 19.10.17 Correspondence and electronic communication
Correspondence details had been forwarded to members in advance of the meeting and included:  DALC circulars, review of polling districts, risk management, annual parishes day, grants evening.  Mr Tapping had contacted Peak Park Parishes Forum and forwarded details.

 19.10.18 Items for the next agenda
Heathcote Mere interpretation panel and artwork, tree surgery, Christmas tree, lights and grant, Remembrance Day Service, snow warden and grit bins, village signs, police commissioner event, Peak Park Parishes Forum.  Additional items to be compiled by the clerk.
