October 2023: Minutes

The Annual meeting of Hartington Nether Quarter Parish Council 
was held on Monday, 2nd October 2023 at 7.30pm 
in Biggin Village Hall

Present: J Coles, M Heathcote, S Lovatt, S Fletcher and the clerk, S Hampson. There was one member of the public in attendance for part of the meeting. There was one candidate in attendance who had applied to fill the casual vacancy

Part 1 non-confidential information

23.10.1 Apologies
There were no apologies from existing members of the parish council; however, apologies had been received in advance from District Councillor, Mr Chapman.  Mrs Currington was not in attendance.

23.10.2 Casual vacancies and co-option
Interest had been shown in writing from a resident, in advance of the meeting, in the most recent casual vacancy notice.

23.10.3 Declaration of acceptance of office of new councillor

Mrs W Andrew was co-opted on the parish council and would complete the necessary paperwork within the required 28 days.

23.10.4 Minutes of the previous meeting

The minutes of the previous ordinary meeting had been displayed on the noticeboard and forwarded to the members and the parish council’s website, in advance of the meeting. 

Resolved:  To accept the minutes as a true record of proceedings (prop JC, sec MH).  Mrs Coles duly signed the minutes as a true copy of proceedings.  

23.10.5 Matters arising and pre-meeting
Items were covered by the agenda.  The covid plaque ceremony went well and the service was very appropriate, followed by refreshments.

23.10.6 Public Speaking Procedures Document
The document was available in the meeting.

23.10.7 Public speaking
There was one member of the public in attendance who advised he would attend to some preservation works on one of the memorial seats in the cemetery.  He also provided an update on the trees in the cemetery, some of which have died, some have been casualties of strimming.  He had kindly attended to the addition of Perspex in the telephone box and highlighted that the Perspex had begun to bow so he had put in additional screws.  Items to be placed in the phone box and its uses were discussed.

23.10.8 District Councillor and update on footpath from Cardlemere Lane to Newhaven
The District Councillor had previously advised the clerk that he would provide an update on the mowing of Cardlemere Lane.  Unfortunately, the District Councillor was on holiday and unable to attend.  It was reported that mowing had taken place.

Mrs Lovatt had visited the footpath and showed some photographs which clearly shown it being overgrown with hazardous roots.  In addition, some of the residents of the adjacent cottages are parking on some of the footpath which presents a different type of hazard.

Resolved:  Mrs Lovatt to forward photographic evidence to the clerk to submit to Derbyshire Dales District Council (DDDC) and to also revisit the area near the properties to check on parking issues.

Resolved:  The clerk to write to the residents who may be parking on the footpath area.

Resolved:  The clerk to write again to the District Councillor regarding the situation.

Resolved:  The clerk to also write to the Peak District National Park Authority (PDNPA) about the obstruction of the path.

23.10.9 Planning applications, planning sub-committee, appeals and enforcement
NP/DDD/0923/1108 Green Farm, Main Street, Biggin – agricultural building, relocation of field shelter, extension to existing building, menage surface and use of land for mixed grazing of horses and livestock.

Members discussed the application.  The proposal has now been relocated away from residential housing to a more appropriate location.  Screening is by existing trees.  The application lacks of a design and access statement including details of the proposed building materials. 

Resolved:  The clerk to request details of the materials involved.

Resolved:  To support the application subject to the materials being suitable.

The recent proposals at Newhaven Caravan Park have been granted.

23.10.10 Telephone box
See public speaking.  Mrs Coles had invited help and ideas through different sources but had not received any response.  Mrs Lovatt advised of a person who would assist once the completion of the new village map has been completed.  The member of the public in attendance had advised that the seed swap had virtually finished.  Additional shelving may be required in the future for future seed swaps.  Book swaps may not be a good idea as books may go damp and excessive quantities my be ‘dumped’ there.  The clerk reported that she had not received any invoice for the new required parish history signage.

Resolved:  Mrs Coles to follow up the parish history signage and invoice as she had been communicating regarding this.

23.10.11 Parish Council bank account and signatories
Mrs Coles collected details of new councillors to upload on to the bank mandate to complete the process of additional signatories.

23.10.12 Defibrillators
The recent CPR training had been very successful and the invoice had been received for payment.

The clerk had ordered a locked defibrillator cabinet and a new defibrillator battery to relocate the existing defibrillator to Heathcote.  This had been collected and was given to Mr Fletcher to attend to the process of installation, including arranging for a new electricity supply to the new cabinet.  Mrs Coles reported that the new defibrillator will fall under the school’s insurance, unless advised otherwise.

Resolved:  Once installed, to register the Heathcote defibrillator on the ‘Circuit’ and to get an electrical safety certificate.  The school personnel will then proceed to install the new defibrillator in the existing cabinet on the school wall.

Mrs Coles had been approached by residents of Pikehall who had also attended the recent defibrillator training event.  The defibrillator at Pikehall was installed using donations sometime ago.  The residents sought a donation from the parish council for insurance etc.

Resolved:  The clerk to obtain further information from the Pikehall resident regarding requirements and to check the existing status of the defibrillator, including whether there is still an active electricity supply to it from the former telephone box.

Resolved:  The clerk to ask the First Responders if they will consider checking the defibrillator at Pikehall (the parish council to give a donation for this service).

23.10.13 Remembrance Day Service and Road Closure
The clerk had contacted the vicar regarding the Remembrance Day service.  A road closure had been requested between 2.30 and 3.30 pm (ref 749867) but no confirmation had been received in time for the meeting.   

Resolved:  Mrs Currington to obtain refreshments and to be reimbursed.

23.10.14 Dog fouling
Dog fouling remains an issue.

23.10.16 Highways, street lighting, flytipping, village sign, flower boxes.
There was still no update on the lack of progress by Derbyshire County Council at the bottom of Dampy’s Pinch following an incident earlier in the year.  The give way sign is still absent and there are no lines to demark the junction.   Mrs Coles advised that items of garden furniture had been dumped in Heathcote.  This had been removed.  Flower boxes must be properly stained and preserved.  Permission must be sought from the parish council prior to any installation within the parish.

23.10.17 Mowing contract
The owner of the piece of land at Heathcote had undertaken some mowing to improve visibility.  The mowing contractor had undertaken weedkilling at the war memorial.  Additions to the new mowing contract will be considered at the next meetings.  Additional trees, now planted in the cemetery, consume additional mowing time.

23.10.18 Articles for News and Views
Resolved:  Mrs Coles to submit articles on:  the telephone box, dog fouling, wild flower mowing, permission to use names of people trained to use the defibrillator, Remembrance Day.

23.10.19 Correspondence, electronic communication and Biggin Community facebook
This had been forwarded to members in advance and included:  PPPF AGM, DALC newsletters, DCC News, Rural Bulletins, waste bin day changes, PDNPA nature news, Cllr training, cyber awareness, Rural Funding Digest, DET funding scheme, DALC newsletters, GDPR.

23.10.20 Items for the next agenda
Budget, Remembrance Day, telephone box, defibrillators, mowing contract.  Additional items to be compiled by the clerk.
